Your Mission

As the Growth and Capture Lead you will support a collaborative growth team across proposal, business development analytics and capture support. We are looking for a self-motivated individual who wants to play a strategic role in shaping and growth development for TFS.


What You’ll Do

In this role, you will support the identification, shaping, and capture of recompete and new business opportunities from market analysis through proposal submission combining growth analytics, capture management, and proposal leadership to convert pursuits into awards. As a small business, TFS direct support team members are expected to have broad areas of involvement, with support from entire direct support staff.


Business Development support functions:

  • ­Conduct market research and pipeline analysis to identify and qualify new business opportunities aligned with company capabilities areas and strategic growth targets
  • Analyze market trends, customer budgets, and competitor positioning to inform bid/no-bid recommendations
  • Assess market research notices to determine response viability
  • Develop responses to market research requests, RFIs, and Sources Sought notices
  • Track pipeline KPIs — win rate, capture cost, and pipeline coverage
  • Contribute to the continuous improvement of capture processes, tools, and best practices

Capture support efforts for qualified pipeline:

  • ­Develop capture artifacts such as capture plans, call plans, competitor analysis, and preliminary win analysis and strategies
  • Support customer engagement plan development and execution
  • Develop win themes, discriminators, and teaming strategies
  • Partner with SMEs to translate customer needs into viable technical and management approaches
  • Assist in identifying potential teammates and subcontractors and help manage teaming documentation
  • Coordinate and lead gate reviews, status briefings, action tracking, and documentation needed throughout the capture lifecycle
  • Facilitate the transition from capture to proposal, ensuring alignment with win strategy and customer priorities

Proposal Support efforts include:

  • Develop proposal schedules, resource plans, and review cycles
  • Ensure full compliance with RFP instructions, evaluation criteria, and Section L/M requirements through compliance matrices and quality checks
  • Limited Technical writing support to include executive summaries and key narrative sections, coordination with section authors, and editing for consistency, clarity, and win-theme alignment
  • Plan and facilitate color team reviews (Pink, Red, Gold) and drive recovery of review findings
  • Oversee final proposal production — formatting, graphics, assembly, and on-time submission
  • Manage and maintain the proposal content library

Requirements
Basic Qualifications
  • Bachelor's degree or equivalent experience
  • 5+ years of experience in capture management, proposal management, or business development within the defense or security domains
  • Strong management skills to navigate complex schedules with many dependencies and competing demands
  • Experience with DoD acquisition processes, customer missions, and the federal procurement environment, including FAR and DFARS
  • Experience supporting or contributing to proposals or capture efforts, and preparing capture materials or customer engagement documents
  • Working knowledge of RFP structure, source-selection and evaluation methods, and FAR/DFARS requirements
  • Advanced proficiency with Microsoft Word, Excel, and PowerPoint, and experience with SharePoint or comparable collaboration tools
  • Ability to analyze customer data, competitor information, and market trends
  • Demonstrated writing and editing skills
  • Ability to stay organized, collaborate effectively with cross-functional teams, and manage multiple concurrent pursuits in a fast-paced, high-stakes environment


Preferred Qualifications
  • Ability to use AI-enabled tools responsibly to improve efficiency in research, drafting, analysis, and content organization, such as Microsoft Copilot, proposal automation tools, and business intelligence platforms
  • Proficiency with CRM and pipeline management tools such as Next Stage, Salesforce, or GovWin
  • Experience with Shipley Business Development Lifecycle model
