  • Manages the operations, sustainment and maintenance of a full spectrum of Enterprise IT services for the organization. Applies advanced IT principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Develops and interprets policies, procedures, and strategies governing the planning and delivery of IT services throughout the organization.
  • Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Applies regulations, laws, and policies governing IT to the organization's business requirements. Develops performance management plans and performance measurement methods and tools. Applies methods for identifying and resolving IT workforce issues. Develops goals and objectives to support the organization's Information Technology Strategic Plan.
  • Prepares the budget submission in support of the IT Capital Plan. Manages the Operations support budget.
  • Leads development of an enterprise IT modernization plan. Using knowledge of the interrelationships of multiple IT disciplines, advises senior management and other senior IT professionals on solutions to a wide range of IT issues. Serves as a senior expert or consultant to top agency management officials.
  • Responsible for developing and implementing information security and information assurance policies, principles, and practices.
  • Supervises subordinate managers and assigned workforce.

Qualifications
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
1. Progressive experience in IT fields which provided the ability to manage IT operations across a large organization or enterprise in the areas of planning, acquisition, development, information assurance and security, and lifecycle management.
2. Knowledge of business and management principles involved in strategic planning, resource allocation, cost/benefit analysis, leadership technique, and coordination of people and resources.
3. Supervisory experience to include hiring, performance management, employee discipline, and dispute resolution.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management.
In addition to the above, candidates must possess IT-related experience equivalent in scope and complexity to the next lower grade level to include:
1. Attention to detail - Experience developing and executing short and long-range IT plans based upon the organization's mission and goals.
2. Customer service - Demonstrated experience providing assistance to both internal and external sources in the areas of technical support, user needs, and system requirements. Experience assessing customers' needs, meeting quality standards, and evaluating customer satisfaction.
3. Oral communication - Experience conducting formal presentations and/or briefings to audiences at varying levels of hierarchy and technical expertise.
4. Demonstrated problem-solving skills - Experience evaluating IT operations to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Highly qualifying criteria:
1. Experience with hospitality or retail information technology systems is desirable.
2. Experience with a security framework such as the Department of War's Risk Management Framework (RMF)
3. Applicant holds a current information/cyber security related professional certification.
4. Experience managing an enterprise information technology budget.
5. A Bachelor's Degree in Information Technology, Hospitality, or related field.
