Job description

Position Summary Creek Technologies is seeking an experienced Government Proposal Pricing Lead to lead proposal pricing efforts supporting U.S. Government solicitations. This individual will oversee pricing strategy, cost proposal development, Price-to-Win initiatives, subcontractor pricing, and pricing process improvements while ensuring compliance with FAR, DFARS, Cost Accounting Standards (CAS), solicitation requirements, and company policies. Working closely with Capture, Business Development, Proposal Management, Contracts, Finance, Human Resources, Recruiting, and Subcontract Management, the Senior Government Proposal Pricing Lead will develop compliant, competitive pricing strategies that support the company's growth across the Department of Defense and Federal Government marketplace. Primary Responsibilities * Lead pricing strategy and cost proposal development for competitive federal solicitations.
* Analyze solicitations, pricing instructions, amendments, and evaluation criteria to ensure compliant proposal submissions.
* Develop and review pricing models for direct labor, indirect rates, travel, subcontractors, ODCs, escalation, fee, and profit.
* Prepare cost volumes, Basis of Estimate (BOEs), pricing narratives, assumptions, and supporting documentation.
* Lead Price-to-Win activities and provide pricing recommendations throughout the capture and proposal lifecycle.
* Coordinate pricing activities across Capture, Proposal Management, Contracts, Finance, Human Resources, Recruiting, and Subcontract Management.
* Support executive pricing reviews, proposal color team reviews, negotiations, audits, and customer discussions.
* Develop and maintain pricing templates, estimating tools, quality controls, and historical pricing data.
* Ensure compliance with FAR, DFARS, CAS (when applicable), solicitation requirements, and internal company policies.
* Mentor and provide guidance to pricing professionals while promoting pricing best practices across the organization.
Required Qualifications * 5+ years of experience developing pricing for U.S. Federal Government proposals.
* Demonstrated experience supporting competitive RFPs, RFQs, IDIQs, BPAs, GWACs, and Task Orders.
* Strong knowledge of FAR Part 15, DFARS, government cost proposal development, indirect rate structures, and cost realism.
* Advanced Microsoft Excel skills, including financial modeling, Power Query, Power Pivot, dashboards, automation, and complex pricing workbooks.
* Experience using Deltek Costpoint, GovWin, ProPricer, or similar Government contracting pricing systems.
* Proven ability to manage multiple proposal efforts while meeting aggressive deadlines.
* Excellent analytical, organizational, written, and verbal communication skills.
Preferred Qualifications * Experience supporting OASIS+, Polaris, SeaPort-NxG, GSA MAS, and other major DoD or Federal contract vehicles.
* Experience leading Price-to-Win strategy and executive pricing reviews.
* Experience supporting negotiations, fact-finding, and audit activities.
* Experience mentoring pricing analysts or leading pricing teams.
Education & Certifications Required * Bachelor's degree in Finance, Accounting, Business Administration, Economics, Mathematics, or a related field, or an equivalent combination of education and professional experience.
Preferred * Master's degree (MBA or related discipline).
* Certified Federal Contracts Manager (CFCM).
* Certified Professional Contracts Manager (CPCM).
* APMP Foundation, Practitioner, or Professional Certification.
* Deltek Costpoint or ProPricer training/certification.
