Qcells is seeking a detail-oriented and strategically minded Government Affairs Manager to join its Public Policy and Government Relations team. The ideal candidate will possess strong analytical, writing, and relationship-building skills, with the ability to develop and execute advocacy strategies that advance the company's federal policy priorities.
This role supports high-impact government affairs initiatives across legislative, regulatory, and political issues affecting Qcells' U.S. manufacturing, energy deployment, and domestic supply chain investments. Success in this position requires the ability to translate complex federal policy developments into actionable business strategies while building and maintaining productive relationships with Congress, federal agencies, industry associations, and external stakeholders.
This position is based in Washington D.C and requires working on-site five days a week. Some travel required (approx. 10-15%)
Legislative & Regulatory Advocacy: Support the development and execution of federal government affairs strategies that advance Qcells' legislative, regulatory, tax, trade, permitting, and manufacturing priorities.
Congressional & Agency Engagement: Build and maintain relationships with Members of Congress, congressional staff, executive branch agencies, and federal policymakers. Coordinate meetings, facility visits, briefings, and stakeholder engagement opportunities.
Policy Analysis: Monitor, analyze, and communicate legislative, regulatory, and political developments affecting the clean energy, manufacturing, trade, tax, and infrastructure sectors. Assess risks and opportunities and provide timely recommendations to internal stakeholders.
Advocacy Materials: Draft policy briefs, comment letters, white papers, talking points, briefing memoranda, presentations, fact sheets, congressional testimony, and executive correspondence to support advocacy efforts.
Coalition & Industry Engagement: Represent Qcells in industry associations, trade groups, coalitions, and policy forums. Coordinate advocacy initiatives with external partners to advance shared federal policy objectives.
Cross-functional Collaboration: Partner closely with legal, communications, commercial, manufacturing, sustainability, and business leadership teams to ensure government affairs priorities align with corporate objectives and business strategy.
Political & Legislative Monitoring: Track congressional activity, committee hearings, regulatory actions, and industry developments. Prepare regular policy updates and executive briefings for senior leadership.
Issue Management: Support strategic responses to emerging legislative and regulatory issues by coordinating internal stakeholders and developing advocacy strategies.
Event Support: Assist with planning and execution of Capitol Hill meetings, executive briefings, facility tours, trade association engagements, and policy conferences.
Bachelor's degree in political science, public policy, public administration, law, economics, business, or a related field.
Five or more years of experience in government affairs, public policy, Congress, the executive branch, a trade association, or corporate government relations.
Strong understanding of the federal legislative and regulatory process.
Exceptional written and verbal communication skills with the ability to distill complex policy issues into clear, actionable recommendations.
Excellent analytical, organizational, and project management skills.
Proficiency in Microsoft Office.
Ability to manage multiple priorities in a fast-paced environment while maintaining exceptional attention to detail.
Strong interpersonal skills and the ability to build trusted relationships with internal and external stakeholders.
Experience with federal energy, manufacturing, trade, tax, or infrastructure policy.
Familiarity with Congress and federal agencies, including Treasury, Commerce, DOE, USTR, CBP, EPA, or other agencies relevant to Qcells' business.
Experience developing federal legislative strategy, coalition management, or issue advocacy campaigns.
Understanding of the clean energy industry, domestic manufacturing policy, and federal tax incentives.
Demonstrated ability to translate complex legislative and regulatory developments into business strategy and executive recommendations.
In accordance with applicable pay transparency laws, the anticipated annual base salary for this position is:
Zone 1 (Bay Area, NYC): $146,200 – $182,600
Zone 2 (CA, NJ, NY, DC): $134,000 – $167,400
Zone 3 (All others): $121,800 – $152,200
The applicable salary range is based on the employee’s primary work location. Individual compensation will be determined based on qualifications, relevant experience, education, skills, internal equity, and other business-related factors.
