About the role:

The Associate, Government Affairs, is a major contributor and owner of mission critical workflows to communicate proposed and enacted legislation, regulations, bulletins, and other regulatory guidance to impacted business units.  In assigned jurisdictions, the Associate, Government Affairs will track legislative and regulatory developments, draft summaries of high priority items, and communicate client-focused memoranda to Oscar's compliance team advising of business impact upon passage.  The Associate, Government Affairs supports the Government Affairs Counsel in trade association relationships, cover pertinent legislative and regulatory hearings and meetings as assigned, and supports the Government Affairs function by serving as an enterprise wide resource on public policy and legislative and regulatory trends.   

You will report into the Manager of Government and Regulatory Affairs.

Pay Transparency: The base pay for this role is: $87,188.40 - $114,434.78 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.

Responsibilities:

  • Serve as the subject matter expert on assigned state policy and legislative matters, while identifying and tracking newly proposed and effective laws and regulations in assigned jurisdictions.
  • With support from Government Affairs Counsel, prepare clear, concise, user friendly summaries and analyses based upon client needs of newly effective laws and regulations and assist with company implementation.
  • Present to internal audiences in appropriate forums on priority legislative and regulatory policy developments.
  • Partner with PRO Counsel, Government Affairs colleagues, and cross functional business partners to clearly digest and communicate legislative, regulatory and subregulatory developments. 
  • Support sustainable processes which simplify our growing team's outputs while ensuring high quality deliverables.
  • Deliver multiple, simultaneous and diverse assignments while adhering to deadlines and managing competing priorities in a fast-paced environment.  

Requirements:

  • Bachelor's degree in legal studies, political science, public policy, public administration, public health or other relevant field, or a combination of education and experience.
  • 3+ years of legal or regulatory experience, ideally in the health plan/managed care space.
  • 2+ years experience working with state political and legislative processes.
  • 2+ years experience  in Westlaw, legislative tracking software, and Google Workspace.

Bonus points:

  • Familiarity with the Affordable Care Act and Healthcare.gov or other State Based Exchanges.
  • Experience with Oscar markets.
  • Experience working with attorneys and internal stakeholders.
