North Third Street Media Group is a Texas-based, veteran-owned creative production company specializing in creative strategy, content production, government communications, print and promotional fulfillment, and live experiences.


We pursue public- and private-sector opportunities involving video production, communications, marketing, events, creative services, printing, promotional products, and related production support. North Third Street is a certified Texas HUB and VetHUB business and is actively expanding its government contracting practice.


Role Overview


North Third Street is seeking an experienced Government Contracts & Procurement Specialist to help identify, evaluate, prepare, and manage government contracting opportunities.


This is a hands-on role for someone who understands both solicitation compliance and practical procurement. The specialist will help determine which opportunities are worth pursuing, organize submission requirements, source qualified vendors and subcontractors, obtain competitive pricing, and prepare responsive bid packages for final approval and submission.


The ideal candidate can take a solicitation from initial review through a submission-ready package while keeping deadlines, documentation, pricing, and compliance requirements organized.


Key Responsibilities


• Search for relevant federal, state, and local contracting opportunities through SAM.gov, Texas SmartBuy/ESBD, Bonfire, PlanetBids, JAGGAER, and other procurement platforms.


• Review solicitations, scopes of work, amendments, attachments, evaluation criteria, and contract requirements.


• Produce clear bid summaries identifying deliverables, deadlines, qualifications, risks, required forms, pricing structure, and recommended next steps.


• Evaluate bid/no-bid decisions based on company capabilities, eligibility, profitability, competition, delivery requirements, and compliance risk.


• Build compliance matrices, submission checklists, procurement schedules, and internal deadline trackers.


• Source and evaluate vendors, suppliers, printers, fabricators, venues, production partners, and subcontractors.


• Request and compare quotes, confirm specifications, negotiate pricing and terms, and document vendor selections.


• Develop cost analyses and pricing worksheets in coordination with company leadership.


• Prepare and organize bid responses, capability materials, vendor forms, certifications, and required supporting documentation.


• Monitor procurement portals for amendments, questions, award notices, and upcoming opportunities.


• Maintain an organized database of solicitations, vendors, pricing, submissions, outcomes, and follow-up dates.


• Support post-award procurement, purchase-order tracking, vendor coordination, delivery schedules, and contract documentation when needed.


• Protect confidential company pricing, vendor relationships, client information, and procurement records.


Required Qualifications


• At least three years of relevant experience in government contracting, proposal coordination, purchasing, procurement, contract administration, or bid management.


• Demonstrated experience reviewing and responding to government solicitations, RFQs, IFBs, RFPs, or similar procurement documents.


• Strong understanding of solicitation compliance, required forms, submission procedures, and deadline management.


• Experience sourcing vendors, obtaining quotes, comparing costs, and confirming product or service specifications.


• Strong written communication, organization, research, spreadsheet, and document-management skills.


• Ability to manage multiple deadlines with limited supervision and strong attention to detail.


• Proficiency with Microsoft Office or Google Workspace, particularly spreadsheets and document preparation.


Preferred Qualifications


• Experience with SAM.gov, Texas SmartBuy/ESBD, Bonfire, PlanetBids, JAGGAER, or similar procurement systems.


• Familiarity with small-business, HUB, veteran-owned, and service-disabled veteran-owned contracting programs.


• Experience with creative services, video production, marketing, events, printing, promotional products, or fulfillment contracts.


• Experience preparing pricing worksheets, compliance matrices, vendor comparison sheets, and proposal submission packages.


• Existing relationships with reliable suppliers or subcontractors are helpful but not required.


Engagement Details


This position will begin as a part-time contract engagement, generally requiring 10–20 hours per week. Workload may vary based on active solicitations and awarded contracts. The role may grow into a larger ongoing position as North Third Street’s government contracting portfolio expands.


The specialist will work closely with the Founder and Executive Producer. Final bid/no-bid decisions, pricing approval, contractual commitments, and company representations remain with North Third Street leadership.
