Position Summary

Axle is seeking an experienced Program Director to lead the execution and growth of a large National Cancer Institute (NCI) IDIQ contract. This individual will oversee multiple task orders, provide strategic leadership to technical and program teams, and serve as the primary point of contact for government stakeholders. The ideal candidate has extensive experience managing large federal health IT programs, leading enterprise cloud modernization initiatives, and delivering successful outcomes on NIH/HHS contract vehicles.

Key Responsibilities
  • Lead the successful execution of a large NCI IDIQ contract and multiple task orders.

  • Provide executive oversight of program performance, budgets, schedules, staffing, quality, and customer satisfaction.

  • Serve as the primary liaison with NCI and other government stakeholders.

  • Lead cross-functional teams, including program managers, cloud architects, engineers, and technical staff.

  • Oversee enterprise cloud architecture, cloud migration, and modernization initiatives.

  • Ensure compliance with contract requirements while proactively managing program risks.

  • Support business development activities, including proposal efforts, task order responses, and contract growth.

  • Foster strong customer relationships and identify opportunities to expand support across the organization.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or a related field.

  • 10–15 years of experience managing federal health IT programs.

  • Demonstrated experience managing at least one federal IDIQ contract vehicle, with oversight of multiple task orders.

  • Experience supporting NIH and/or HHS programs; experience supporting the National Cancer Institute (NCI) is highly desirable.

  • Strong expertise in enterprise cloud architecture and cloud modernization, including AWS, Azure, and/or Google Cloud Platform.

  • Technical understanding of biomedical informatics, biomedical data, research IT, or scientific computing environments.

  • Project Management Professional (PMP) certification.

  • Strong leadership, financial management, customer engagement, and communication skills.

  • Must have no Organizational Conflict of Interest (OCI) issues that would prevent support of current NCI work.

  • Must be available to serve as the named Program Director and sign a Letter of Intent (LOI) as part of the proposal process.

Preferred Qualifications
  • Experience supporting the National Cancer Institute (NCI), particularly the Center for Biomedical Informatics and Information Technology (CBIIT).

  • Existing professional relationships with CBIIT leadership or stakeholders.

  • Experience managing programs valued up to $50 million.

  • AWS, Microsoft Azure, or Google Cloud certification.

  • Bachelor's degree in a related discipline.
