Optum is hiring a Capture Manager to lead strategy and execution for State Government procurement opportunities. In this role, you will own the capture process from early opportunity identification through proposal submission and award, partnering closely with business development, proposal teams, subject matter experts, and executive leadership to drive winning outcomes.

This role is ideal for a proven capture professional with State Government experience who thrives in a fast paced, strategic environment.

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

 

Primary Responsibilities: 

  • Lead capture efforts for new business and complex State Government contracts
  • Develop and execute capture plans, win themes, competitive positioning, and teaming strategies
  • Engage customers and stakeholders to improve solution alignment and win probability
  • Drive pipeline reviews, positioning, and go/no go decisions
  • Lead capture activities during proposal development, including reviews and coordination
  • Manage multiple concurrent capture opportunities and ensure high quality submissions

You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.

Required Qualifications:

  • 5 years of experience as a Capture Manager supporting State Government procurements
  • Demonstrated success winning State Government contracts
  • Proven knowledge of Medicaid and other Health and Human Services (HHS) programs
  • Proven solid understanding of State contracting processes, vehicles, and sourcing tools (e.g., GovWin)
  • Experience working with cross functional teams in large, matrixed organizations
  • Demonstrated solid proposal strategy and writing expertise
  • Ability to manage competing priorities and deadlines
  • Proven excellent communication, collaboration, and stakeholder management skills
  • Proficiency with Microsoft 365 and AI enabled productivity tools
  • Ability to travel 10%

 

Preferred Qualifications:

  • Capture management and technical certifications
  • Demonstrated operational and technical background in Medicaid and Health and Human Services enterprise systems and operations
  • Proven P/L knowledge

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $134,600 to $230,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
