Programmer - SW Dev II
Responsibilities and Duties
  • Design, develop, test, implement, and maintain enterprise software applications supporting Operations and Sustainment activities.
  • Develop and enhance Oracle APEX applications supporting mission-critical business processes and operational workflows.
  • Support the maintenance, enhancement, and modernization of applications including Owner Operator, Dashboard, Events and Incidents, Digital Library, IPRS, SEDIT, Taxonomy, and Digital Express Statement platforms.
  • Participate in all phases of the Software Development Lifecycle (SDLC), including requirements analysis, design, coding, testing, deployment, and sustainment.
  • Develop user interfaces, workflows, reports, dashboards, forms, and data visualizations to support operational and business requirements.
  • Design and implement application enhancements that improve system functionality, usability, performance, and maintainability.
  • Develop and maintain APIs, system integrations, and data exchange processes between enterprise applications and external systems.
  • Create and optimize SQL queries, stored procedures, packages, and database components supporting application functionality.
  • Collaborate with business stakeholders, system administrators, and technical teams to gather requirements and implement software solutions.
  • Troubleshoot and resolve application defects, production issues, system errors, and performance bottlenecks.
  • Support operational sustainment activities, including incident resolution, problem management, and application support.
  • Perform software testing activities, including unit testing, integration testing, regression testing, and user acceptance testing support.
  • Develop and maintain technical documentation, application specifications, code documentation, and operational procedures.
  • Support software releases, deployments, upgrades, patches, and configuration changes.
  • Participate in code reviews and ensure adherence to established development standards and best practices.
  • Support cybersecurity initiatives by implementing secure coding practices and remediating identified vulnerabilities.
  • Monitor application performance and recommend improvements to maximize reliability and operational efficiency.
  • Assist with data migration, data validation, and application modernization initiatives.
  • Collaborate with infrastructure, database, and cybersecurity teams to support overall system health and operational readiness.
  • Contribute to continuous improvement efforts focused on automation, customer service, application stability, and service delivery.

Basic Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Information Systems, Software Engineering, or a related discipline.
  • Minimum of four (4) years of software development experience.
  • Experience developing, maintaining, and supporting enterprise software applications.
  • Experience with Oracle APEX application development and Oracle database technologies.
  • Proficiency in SQL, PL/SQL, database development, and application troubleshooting.
  • Experience supporting application enhancements, maintenance, and operational sustainment activities.
  • Knowledge of software development methodologies and Software Development Lifecycle (SDLC) processes.
  • Experience developing reports, dashboards, workflows, user interfaces, and data-driven applications.
  • Experience with application testing, debugging, and defect resolution.
  • Familiarity with source control and version management tools such as Git, Azure DevOps, GitHub, or similar platforms.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively within a team environment.
  • U.S. Citizen. Ability to obtain and maintain a DHS Suitability determination, Public Trust, Secret, or higher security clearance as required by the contract.

Preferred Qualifications
  • Experience supporting Department of Homeland Security (DHS) and/or Cybersecurity and Infrastructure Security Agency (CISA) environments.
  • Experience supporting Owner Operator, Dashboard, Events and Incidents, Digital Library, IPRS, SEDIT, Taxonomy, Digital Express Statement, or similar operational applications.
  • Experience supporting enterprise operations, sustainment, and application maintenance contracts.
  • Familiarity with Oracle Application Express (APEX) architecture, deployment, and performance optimization.
  • Experience integrating enterprise applications with databases, APIs, reporting platforms, and external systems.
  • Knowledge of Federal cybersecurity requirements including FISMA, NIST RMF, and secure software development practices.
  • Experience with Agile, DevOps, CI/CD pipelines, and automated deployment processes.
  • Familiarity with ServiceNow, SharePoint, Power Platform, or other federal enterprise platforms.
  • Experience supporting cloud-hosted applications in AWS or Microsoft Azure environments.
  • Relevant certifications such as Oracle Database SQL Certified Associate, Oracle APEX Developer Professional, Security+, or equivalent technical certifications.
