Business Analyst II
Responsibilities and Duties:
  • Support IT programs and project teams by gathering, documenting, and analyzing business and functional requirements.
  • Collaborate with stakeholders, users, and technical teams to understand business needs and translate them into actionable requirements.
  • Participate in recurring project meetings, status reviews, working groups, and stakeholder coordination sessions.
  • Track project actions, risks, issues, decisions, and deliverables to ensure timely completion of program objectives.
  • Assist with the development and maintenance of business process documentation, workflows, and Standard Operating Procedures (SOPs).
  • Conduct business process analysis to identify opportunities for efficiency, automation, and continuous improvement.
  • Support requirements elicitation activities, including interviews, workshops, surveys, and document reviews.
  • Create and maintain requirements traceability matrices and ensure alignment between business needs and technical solutions.
  • Assist in preparing project documentation, briefings, reports, meeting minutes, and executive summaries.
  • Support project planning activities, including schedule tracking, resource coordination, and milestone monitoring.
  • Work closely with technical teams to clarify requirements and support solution design discussions.
  • Participate in user acceptance testing (UAT) activities, including test planning, test execution, and defect tracking.
  • Validate system functionality against documented requirements and support issue resolution activities.
  • Analyze program metrics and performance data to support reporting and decision-making.
  • Ensure documentation is accurate, current, and compliant with organizational and customer requirements.

Basic Qualifications
  • Bachelor's degree in Business Administration, Information Systems, Information Technology, Management, or a related discipline.
  • Minimum of 2 years of experience supporting IT programs, systems, or technology projects.
  • Experience gathering, documenting, and managing business and functional requirements.
  • Familiarity with business process analysis, workflow documentation, and requirements management practices.
  • Experience preparing reports, presentations, meeting minutes, and project documentation.
  • Knowledge of the Software Development Lifecycle (SDLC), Agile, Scrum, or Waterfall methodologies.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to interact effectively with technical and non-technical stakeholders.
  • Ability to work independently and as part of a collaborative team environment.
  • U.S. Citizen and ability to get the clearance.

Preferred Qualifications
  • Experience supporting Department of Homeland Security (DHS) and/or Cybersecurity and Infrastructure Security Agency (CISA) programs.
  • Familiarity with project management and collaboration tools such as Jira, Confluence, ServiceNow, or Microsoft Project.
  • Certified Business Analysis Professional (CBAP), ECBA, CCBA, PMP, or Agile-related certification.
  • Experience supporting system implementation, modernization, or digital transformation initiatives.
