Description
Purpose of Job
Performs technical work supporting the development, maintenance, and operation of the City's Geographic Information System (GIS).
Essential Job Duties
  1. Assists in maintaining the City's Geographic Information System (GIS).
  2. Performs routine GIS data management tasks, including data validation, editing, and database updates.
  3. Assists with the development and maintenance of the City's GIS database, including digitizing, data conversion, and map creation.
  4. Reviews and interprets data sources and uses GIS software to enter, edit, and update spatial and attribute data following established standards and procedures.
  5. Updates and maintains utility maps, online maps, plat books, and related GIS documentation.
  6. Utilizes GPS equipment to collect and verify spatial data and improve GIS map accuracy.
  7. Downloads field data into GIS systems and reviews for completeness and accuracy.
  8. Prepares GIS-based maps, reports, graphs, charts, and related documentation.
  9. Researches GIS databases to provide information such as parcel dimensions, rights-of-way, and easements.
  10. Assists City departments with mapping, data analysis, and GIS-related needs.
  11. Prepares, maintains, and updates public-facing and internal maps, including land use, zoning districts, utilities, and development maps.
  12. Organizes and maintains departmental mapping records, plan files, and related documentation.
Other Job Duties
  1. Creates and updates PDF and online maps for the City's website.
  2. Assists members of the public, contractors, developers, and engineers requesting GIS-related information.
  3. Assists in developing datasets and procedures to support geographic analysis and municipal decision-making.
  4. Collaborates with other staff on sharing information and GIS-related projects.
  5. Attends training, workshops, seminars, or conferences as required.
  6. Performs special projects and other related duties as assigned.
Primary Job Challenges
  1. Maintaining a working knowledge of GIS concepts, procedures, methods, and technologies.
  2. Maintaining current knowledge of applicable laws and regulations.
  3. Managing multiple requests and projects while prioritizing workload.
  4. Meeting deadlines and completing assignments within established timeframes.
  5. Communicating effectively both orally and in writing.
Equipment Operated
  1. Personal computer with standard office software including word processing, spreadsheets, databases, email, and internet applications.
  2. Basic office equipment including copier, printer, and scanner.
  3. GIS software including ESRI ArcGIS Pro, ArcGIS Online, and related applications.
  4. GIS-related hardware and peripherals including printers/plotters, GPS units, data collection equipment, and related devices.
  5. City vehicle or truck with two-way radio, as needed.
Key Competencies Required
  1. Knowledge of geospatial software used to develop and maintain GIS data and maps.
  2. Knowledge of relational databases and geospatial data management.
  3. Knowledge of geographic principles including map projections and coordinate systems.
  4. Knowledge of applicable city policies, procedures, and regulations.
  5. Ability to produce clear and effective maps using GIS and cartographic techniques.
  6. Ability to understand and follow oral and written instructions.
  7. Ability to analyze information, solve problems, and work effectively in a team environment.
  8. Ability to read and interpret technical documents, professional journals, and government regulations.
  9. Ability to prepare reports, presentations, correspondence, and procedural documentation.
  10. Ability to apply mathematical concepts such as algebra, geometry, and statistical analysis to practical situations.
  11. Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions.
  12. Ability to establish and maintain effective working relationships with City employees, departments, and the public.
Physical Demands and Work Environment
  1. Work involves both indoor and outdoor activities and may require sitting, standing, walking, stooping, and lifting light objects (up to 25 pounds).
  2. Work is primarily performed in an office environment; however, occasional field work is required.
Qualifications
Education and Experience: Bachelor's degree with major coursework in Geographic Information Systems, Geography, Planning, Landscape Architecture, Civil Engineering, Computer Science, or a closely related field, one year of experience preferred; or an equivalent combination of education, training, and experience in GIS or related software.
Required Certifications/Licenses: Must possess a valid Class D driver's license issued by the State of Tennessee. Must pass a physical examination based on the essential functions of the job, administered by the City's designated physician.
