POSITION SUMMARY The GIS / Travelways Engineer maintains the ESRI ArcGIS services layer that powers TMS spatial capabilities and the Location Referencing System (LRS) at the core of the TMS architecture. Every application in the TMS portfolio โ€” from Adopt-A-Highway to OSOW restrictions to the Bridge Management System โ€” is spatially keyed to Missouri travelways and log miles. This individual maintains ArcGIS Server, Portal, and Pro services; supports the Travelways Management System and Location Referencing applications; exposes spatial data to reporting systems; and creates MXD/MSD files as needed. The TMS GIS layer connects to an Oracle Spatial database with 3,026 tables and must be maintained at 100% availability for downstream TMS consumers. KEY RESPONSIBILITIES ยท Maintain and update ESRI GIS services on existing Oracle Spatial tables as needed for mapping purposes across all TMS applications (ยง2.3.1) ยท Support the Travelways Management System (LRS, Travelway Overlapping Browser) and Travelway Associative Maintenance application including Data Quality Assurance (ยง2.3.9) ยท Support Location Referencing Point and Click applications and maps; support Lane Maintenance and Travelway maintenance (ยง2.3.9) ยท Expose spatial data from ArcGIS Server as needed for the TMS Reporting System; create MXDs/MSDs as needed (ยง2.3.10) ยท Validate changes made to the Roadway Network Coverage and coordinate ArcGIS-to-Oracle synchronization via the Travelway Maintenance Interface (ยง2.3.9) ยท Support the Traveler Information System (Work Zones, OSOW) and Oversize Overweight Travelway Curfews Inventory System with spatial data maintenance ยท Support web-based map rendering for the Adopt-A-Highway, Safety Data Management, Outdoor Advertising, Stormwater, and Right-of-Way systems ยท Administer ArcGIS Server and Portal configurations; maintain service definitions, feature layers, and spatial indexes ยท Document all GIS service modifications and spatial data changes in the TMS Technical Records ยท Perform biannual (Memorial Day and Labor Day) OSOW SQL data resets as required (ยง2.3.9) REQUIRED QUALIFICATIONS ยท Minimum 3 years of GIS / geospatial engineering experience in a production environment ยท Minimum 1 year of experience with ESRI ArcGIS Server, ArcGIS Portal, and ArcGIS Pro (ยง2.2.3) ยท Minimum 1 year of experience with business/location referencing applications and data (ยง2.2.3) ยท Minimum 1 year of experience with Oracle Spatial database (ยง2.2.3) ยท Minimum 1 year of experience similar to MoDOT's current computer technical architecture ยท Experience administering ArcGIS services and publishing feature layers from Oracle Spatial data sources ยท Ability to pass MoDOT background check PREFERRED QUALIFICATIONS ยท Experience with ESRI ArcGIS Tools 10.6.1+ and ESRI ArcGIS Mapping in a .NET application context ยท Minimum 1 year of experience with transportation-related applications including LRS or network datasets (ยง2.2.3) ยท Experience with the ESRI ArcGIS SDK/REST API for integration with web applications ยท Experience with SQL Developer and PL/SQL for spatial query optimization ยท ESRI ArcGIS Desktop Professional or ArcGIS Server Specialty certification ยท Missouri residency or St. Louis metro area location ยท Familiarity with MoDOT travelway network or Missouri state road data.
