GIS Technician
Provides `GIS` and data management support to the NSWC Crane Environmental Programs (`EP`) team. Develops and maintains spatial datasets and map products across Environmental Media programs to support compliance, planning, field operations, and reporting. Maintains EP document control for procedures, forms, and records, and supports Government directives and `SOP` updates using required formats and controlled distribution practices.

GIS Technician Responsibilities Include:
  • Develop and maintain an installation Environmental `GIS` for storage and management of spatial information, including geographic coordinates, site locations, boundaries, infrastructure layers, and other Environmental Media data.
  • Create, update, and publish map products to support inspections, sampling events, reporting, and decision-making (e.g., outfalls, monitoring points, HW sites, wetlands, cultural resources buffers, and project footprints).
  • Load and maintain attribute data tied to spatial features; validate data accuracy, completeness, and consistency; maintain data dictionaries and metadata as required.
  • Ensure all captured spatial data and deliverables are compatible with US Navy approved `GIS` systems and required coordinate systems/standards.
  • Manage and control NSWC Crane EP environmental documents, including procedures, forms, and records:
  • Track document changes and maintain revision histories
  • Issue document control numbers and manage controlled document updates
  • Manage, control, track, and file environmental documents in the Government-designated location
  • Ensure documents are reviewed and updated on an annual cycle or other required schedule
  • Review and draft technical inputs on Government Directives and `SOPs`; maintain conformance to the acceptable Government format for Directives and `SOPs`. Coordinate stakeholder inputs and provide recommendations on both non-ordnance and ordnance-related `SOPs`, as directed.
  • Evaluate and utilize required computer hardware/software to support EP compliance and reporting, including: statistical software, `ArcView`, `Visio`, `Adobe Acrobat`, Microsoft Office Suite, Microsoft Project, and Hazardous Materials (`HM`) and/or hazardous waste (`HW`) tracking software.
  • Provide research services to gather information from periodicals, studies, and regulatory publications; deliver the publication and/or a summary report to EP leadership, as requested.
  • Prepare meeting materials and formal meeting minutes when required; maintain action item trackers and document distribution logs.
  • Attend or accompany designated DoD personnel to regulatory-driven conferences, hearings, or public meetings; capture notes and provide post-event summaries as directed.
  • Maintain current knowledge of environmental regulatory requirements relevant to supported EP programs; maintain required training certifications and licenses where applicable.
  • Support quality and sampling course participation as required; recommend applicable symposiums/training sessions for Government approval (estimated up to 10 events per year).
  • Performs other job-related duties as assigned

GIS Technician Experience, Education, Skills, Abilities requested:
  • Associate degree or higher in `GIS`, Geography, Environmental Science, Natural Resources, or a related field; equivalent experience may be considered.
  • 1-3+ years of experience developing and maintaining `GIS` datasets and producing map products for environmental, engineering, or infrastructure programs.
  • Proficiency with Esri tools (e.g., `ArcGIS`/`ArcView`) and standard data management practices (attribute tables, geodatabases, projections, metadata).
  • Demonstrated experience with document control practices (revision tracking, controlled numbering, archives, and scheduled reviews).
  • Strong proficiency with Microsoft Office Suite and `PDF` tools (`Adobe Acrobat`), with the ability to produce clean, controlled deliverables.
  • Strong attention to detail, file management discipline, and ability to follow Government formats and distribution controls.
  • Experience supporting DoD or federal installation environmental programs and working with Navy `GIS` standards.
  • Familiarity with environmental data types (outfalls, sampling points, wetlands, hazardous waste sites, cultural resources constraints) and linking spatial data to program records.
  • Experience using `Visio`, Microsoft Project, statistical software, and `HM/HW` tracking systems.
  • Experience preparing meeting minutes for technical/regulatory meetings and supporting public meetings/hearings.
