Job description

RESPONSIBILITIES
 
  • This position has both technical and managerial responsibilities.•Oversee the design, development, and maintenance of GIS maps, applications, and spatial analysis tools.
  • Provide effective strategic planning of GIS future to align the technology with the business need.
  • Conduct training sessions and workshops to promote GIS awareness and enhance user proficiency.
  • Develop and implement GIS strategies, policies, and procedures to meet the department's goals and objectives.
  • Manage and supervise the GIS teams, including assigning tasks, providing guidance, and conducting performance evaluations.
  • Collaborate with other city departments and external agencies to integrate GIS data and systems for improved data sharing and decision-making.
  • Ensure the accuracy, completeness, and quality control of GIS data, including street networks, traffic patterns, transportation infrastructure, and other related datasets.
  • Provide technical expertise and support to department staff and external users on GIS software, applications, and data analysis techniques.
  • Stay informed about emerging GIS technologies, trends, and best practices, and evaluate their potential applications for the department.
 
IDEAL CANDIDATE

  • Ability to communicate clearly and effectively with technical and non-technical stakeholders, and to translate complex GIS concepts into understandable terms.
  • Strong knowledge of GIS principles, methodologies, and best practices, including spatial analysis, data modeling, and cartographic design.
  • Knowledge of programming languages such as Python, JavaScript, or TSQL is desirable.
  • Familiarity with transportation planning and engineering concepts, including street networks, traffic operations, and transportation infrastructure.
  • Proficiency in GIS software such as ArcGIS, QGIS, ESRI, or similar tools, and knowledge of SQL Server or similar database management systems.
  • Great leadership skills, managing large technical team.
  • Strong problem-solving and analytical skills, with the ability to identify and resolve GIS-related issues.
  • Excellent written and verbal communication skills, including the ability to prepare clear and concise reports and presentations.
 
MINIMUM QUALIFICATIONS
  • Two years of experience as an Information Technology Systems Specialist involving database management andon-line telecommunications
  • Bachelor's degree in computer science, math, or a related field
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department.
PREFERRED QUALIFICATIONS
  • The minimum qualifications listed above, plus:
  • Experience with GIS project management.
  • Experience with supervisory and managerial responsibilities.
  • Experience in managing GIS projects and teams, with excellent organizational and leadership skills.
  • At least five years of experience in GIS data management, analysis, and application development, preferably in a municipal or transportation-related environment.
  • Master's degree in Geography, Geographic Information Systems, Urban Planning, Civil Engineering, or a related field.
