Job Description
Raleigh Water, a leading utility within the City of Raleigh, is responsible for providing exceptional water and wastewater services to the City of Raleigh service area, including the Towns of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. Our GIS team plays a critical role in supporting operations, planning, and decision-making by maintaining accurate and high-quality geospatial data.
The GIS Analyst, Senior focuses on developing, improving, and standardizing GIS data editing workflows to support the accuracy, integrity, and usability of utility data across Raleigh Water's systems. This role provides technical guidance to GIS staff, establishes best practices, and ensures efficient and consistent data management for both operational and planning needs.
The position includes supporting the editing and maintenance of utility network datasets, contributing to indoor GIS initiatives using ArcGIS Indoors, and assisting with field data collection efforts using GPS, LiDAR, and drone technologies. The Senior GIS Analyst also performs spatial analysis, creates high-quality maps and applications, and provides technical support and training for GIS and non-GIS staff.

We manage more than 5,000 miles of water and sewer infrastructure, along with five treatment facilities, over 130 pump stations, and 100,000+ valves. Duties and Responsibilities

- Leads the development and implementation of GIS data editing workflows to support utility network data management, improving efficiency, consistency, and data integrity
- Provides guidance and establishes best practices for GIS data editing, attribution, and QA/QC processes
- Supports the editing, validation, and maintenance of utility network datasets
- Assists in the configuration, editing, and maintenance of ArcGIS Indoors GIS data to support vertical asset management initiatives
- Supports GIS data collection efforts using drone, LiDAR, and GPS technologies, including processing and integration of collected data
- Performs spatial analysis using GIS tools to support operational and planning needs
- Produces high-quality static and dynamic map products for internal and external stakeholders
- Provides technical support, troubleshooting, and training for GIS and non-GIS users
- This role will be required to operate a City-owned vehicle for the purpose of performing data collections
Typical Qualifications
Education and Experience:
Bachelor's Degree in Geography Computer Science, Geographic Information Systems, Surveying, or related field; 3 to 5 years' experience in GIS data management, or a related field
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licenses or Certifications:
- Geographic Information Systems Professional and Environmental Systems Research Institute Technical Certification
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Additional Information
Knowledge, Skills and Abilities:
- Strong knowledge of GIS data editing workflows, data management practices, and QA/QC processes
- Experience with Python, SQL, and use of APIs
- Familiarity with Esri platforms including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online
- Working knowledge of GIS data models, including versioning, attribute rules, and maintaining data integrity
- Knowledge of water and/or wastewater utility systems and infrastructure (preferred)
- Familiarity with ArcGIS Utility Network and ArcGIS Indoors, including vertical asset management (preferred)
- Experience supporting GIS data collection using GPS, LiDAR, or drone technologies (preferred)
- Strong problem-solving skills and the ability to troubleshoot GIS data, tools, and applications, while providing guidance and training to GIS and non-GIS staff
