THIS POSITION IS CONTINGENT UPON BID AWARD

The GFEBS PM Coordinator Lead serves as the Contractor's senior General Fund Enterprise Business System (GFEBS) subject matter expert and is responsible for the administration, coordination, planning, reporting, and execution of maintenance and asset management activities within GFEBS. This position ensures accurate management of Property, Plant, and Equipment (PPE), preventive maintenance programs, work order processing, material planning, inventory management, project execution, real property updates, and business intelligence reporting in support of Directorate of Public Works (DPW) operations. The GFEBS PM Coordinator Lead serves as the primary liaison between maintenance operations, work management personnel, Government stakeholders, and contract leadership to ensure the integrity and effectiveness of all GFEBS-related activities.

Responsibilities
  • Serve as the Contractor's lead GFEBS administrator and subject matter expert for all maintenance and asset management activities.
  • Oversee GFEBS functions involving Property, Plant, and Equipment (PPE), business intelligence, preventive maintenance planning and execution, project management, real property updates, work order processing, material planning, acquisition tracking, and system reporting.
  • Maintain proficiency and functional capability in all required GFEBS roles:
    • A76 DPW Contractor PM Master Data Maintainer;
    • A76 DPW Contractor Preventive Maintenance Controller;
    • A76 DPW Contractor GR Processor;
    • A76 DPW Contractor Physical Inventory Maintainer;
    • A76 DPW Contractor PM Material Requirement Planning Maintainer;
    • A76 DPW Contractor PM Order Approver;
    • A76 DPW Contractor PM Order Maintainer; and
    • A76 DPW Contractor PM Reporter.
  • Coordinate and manage all GFEBS data entry, validation, maintenance, and reporting requirements for contract operations.
  • Support Demand Maintenance Orders (DMOs), Preventive Maintenance Orders (PMOs), Operational Work Orders (OWOs), and Project Work Orders (PWOs) through effective GFEBS management and oversight.
  • Ensure labor, equipment, and material costs are accurately recorded and maintained within GFEBS.
  • Monitor work order status, maintenance execution metrics, backlog reports, project status reports, and unfunded requirements lists.
  • Coordinate development, implementation, and maintenance of the Preventive Maintenance Order (PMO) Program within GFEBS.
  • Verify equipment inventories and maintain equipment records including serial numbers, maintenance control designations, maintenance plans, task lists, frequencies, and associated asset data.
  • Maintain the accuracy and currency of all equipment, facility, warranty, and preventive maintenance records throughout contract performance.
  • Support physical inventories and reconciliation of Government-furnished property, equipment, and accountable assets.
  • Generate business intelligence reports and performance metrics used for management decision-making and Government reporting requirements.
  • Analyze maintenance and operational data trends and recommend process improvements to increase efficiency, performance, and asset lifecycle management.
  • Coordinate with DPW personnel, maintenance supervisors, work reception personnel, and Government representatives to resolve work management issues and improve data accuracy.
  • Provide technical guidance and training support to contract personnel utilizing GFEBS.
  • Ensure compliance with Army policies, GFEBS business rules, contract requirements, and established work management procedures.
  • Support contract startup, transition activities, property inventories, and turnover requirements associated with contract performance.
  • Prepare and submit reports, analyses, presentations, and data products required by the Government and contract management.
  • Complete Government-provided GFEBS training requirements and provide certificates upon request.
  • Perform other duties as assigned.
Qualifications
  • Minimum three (3) years experience utilizing GFEBS on a military installation.
Preferred Qualifications
  • Associate's degree in Business Administration, Facilities Management, Engineering
  • Bachelor's degree in Business Administration, Facilities Management, Engineering Technology, Information Systems, Asset Management, or related discipline.
  • Experience supporting IMCOM, DPW, Army Garrison, or Base Operations Support contracts.
  • Experience supporting GFEBS PM Module administration and maintenance planning activities.
  • Experience with Army Maintenance Application (ArMA), work reception operations, and maintenance performance reporting.
  • Experience developing preventive maintenance schedules, asset databases, and business intelligence reporting tools.
Knowledge, Skills and Abilities
  • Experience supporting Property, Plant, and Equipment (PPE); Business Intelligence; Project Management; Preventive Maintenance Planning and Execution; Real Property Inventory Management; Work Order Processing; Material Planning and Acquisition; and Analysis of System Reports.
  • Knowledge of GFEBS maintenance, asset management, and work order business processes.
  • Thorough understanding of Army facilities maintenance operations and preventive maintenance programs.
  • Ability to analyze large data sets and develop actionable recommendations.
  • Strong understanding of work management concepts including DMOs, PMOs, OWOs, and PWOs.
  • Ability to maintain accurate and auditable property, maintenance, labor, and material records.
  • Possess attention to detail and commitment to data integrity.
  • Proficiency in Microsoft Excel, including data analysis, tracking tools, and reporting dashboards.
  • Ability to prioritize workloads and manage multiple deadlines simultaneously.
  • Excellent customer service and interpersonal communication skills.
  • Ability to work independently while supporting multiple operational stakeholders.
  • Knowledge of Army maintenance management processes and work management systems.
  • Ability to obtain and maintain all required GFEBS role certifications and permissions.
  • Proficiency with Microsoft Office applications including Excel, Word, Outlook, and PowerPoint.
  • Possess strong analytical, organizational, and database management skills.
  • Ability to communicate effectively both verbally and in writing.
Physical Demands
  • Regularly required to sit, use computers, and perform detailed data review and entry.
  • Occasionally required to walk maintenance facilities, warehouses, equipment areas, and administrative offices.
