**Position contingent upon contract award** Text CBP4 to (703) 570-8332 to apply Job Title: GEOINT Analyst (GIS Analyst/Cartographer) Location: Washington, DC Program Overview: This program supports U.S. Customs and Border Protection’s Office of Intelligence (OI). The GEOINT analyst will create, manage, analyze, and visualize geospatial data to produce high-impact maps, web applications, and GEOINT products that inform CBP operations and senior decision-making. Job Duties: * Data creation and management * Create, load, and modify geospatial data (geometry, attributes, metadata) using sound data editing methodologies. * Acquire and integrate vector and raster datasets from government and commercial providers; support high-resolution imagery and LiDAR acquisitions. * Perform rigorous QA/QC on geospatial reference, geometric alignment, attributes, and metadata; identify deficiencies before loading to authoritative geodatabases. * Maintain multi-user enterprise geodatabases (ArcSDE/PostgreSQL) and manage versioned workflows. * Analysis and production * Conduct vector/raster analytics from basic (overlay, buffer, union, intersect) to advanced (surface/network analysis, geovisualization, 3D modeling). * Produce cartographic and thematic map products (hard/soft copy), atlases, and web maps adhering to projection, scale, typography, and symbology standards. * Develop analysis methodology reports (data fidelity assessments, workflow diagrams, geoprocessing steps, assumptions/limitations). * Web GIS and dissemination * Build and administer ArcGIS Enterprise/Portal content (Sites, Experience Builder, Dashboards, Feature/Map/Image Services, Widgets). * Support enterprise data release protocols and approved distribution mechanisms; coordinate with stakeholders for Portal changes. * Collaboration and compliance * Partner with analysts, planners, and collection managers to address priority intelligence requirements and close intelligence gaps. * Adhere to DHS/CBP geospatial standards, security, and information handling policies; support onboarding/training and recurring status reporting. Minimum Qualifications: * Active DoD Secret (or DHS equivalent) and ability to obtain/maintain TS/SCI if mission requires. * Bachelor’s degree in Geography, GIS, Geomatics, Geoscience, Cartography, or related field (or equivalent experience). * 3+ years of professional GIS/GEOINT experience supporting law enforcement, homeland security, defense, or IC missions. * Proficiency with Esri ArcGIS Pro and ArcGIS Enterprise/Portal; experience with versioned enterprise geodatabases (ArcSDE/PostgreSQL). * Demonstrated cartographic tradecraft and geospatial analysis skills; strong attention to accuracy and metadata/standards. * Ability to produce clear, well-documented methodology reports and brief technical results to non-technical audiences. Desired Qualifications: * Hands-on experience with: * Remote sensing/imagery, LiDAR point clouds, and raster analytics. * Python/ArcPy, ModelBuilder, SQL, and automation of geoprocessing workflows. * Web GIS app development (Experience Builder, Dashboards, web services). * Adobe Creative Cloud and Avenza MAPublisher for publication-quality outputs. * Familiarity with FGDC/ISO metadata standards, DHS/CBP geospatial policies, and enterprise governance. * Knowledge of border security mission sets and operating environments.
