ADDITIONAL INFORMATION: The Senior GEOINT Authority (SGA) for GEOMATICS serves as the National System for Geospatial Intelligence (NSG) principal advisor and GEOINT Functional Manager's personal advisor on all aspects of GEOMATICS, a discipline which integrates acquisition, modeling, analysis, and management of spatially referenced data. GEOMATICS is based on the scientific framework of geodesy, geophysics, photogrammetry, elevation, and bathymetry. GEOMATICS uses terrestrial, marine, airborne, and satellite-based sensors to acquire spatial and other data, including the process of transforming spatially referenced data from different sources into common information systems with well-defined accuracy characteristics. The incumbent fosters mission integration by building communities of interest (CoIs) and developing relationships with senior-level oversight and customer stakeholders, developing strategic plans for the functional mission area in alignment with NGA strategy, supporting prioritization of investments in sources, technology, innovation, and R&D, developing and championing analytic and functional tradecraft requirements, and advocating for training and career development opportunities. The SGA for GEOMATICS seeks to accomplish the NGA strategy by leading efforts to achieve buy-in and adoption from the COIs and federated production partnerships, working to ensure implementation of the NGA Strategic Plan for Safety of Navigation, developing and differentiating the strategic talent plan and training and tradecraft requirements, and providing domain-specific invest/divest advice. The SGA for GEOMATICS' primary interfaces SF Group and Office leadership, GEOINT Broker team, Career Services, NGA College, and senior oversight officers, as well as senior intelligence, defense, and national security officials, on matters of national and international interest. The incumbent leads transformation of the national and allied GEOMATICS GEOINT community in order to drive and maintain optimal community discoverability, accessibility, and usability of NGA's GEOMATICS data, products, and knowledge (GEOMATICS "content"). The SGA collaborates with mission partners through the NSG and Allied System for Geospatial Intelligence (ASG) to ensure GEOMATICS GEOINT data availability and compatibility for community databases and cloud environments, future weapon/navigation systems, and advanced navigation and mission planning systems. The SGA represents the DoD and Intelligence Community (IC) at national and international forums to enhance data, cost, and burden sharing for GEOINT production supporting next generation Foundation GEOINT services. The SGA prioritizes and de-conflicts GEOMATICS related acquisition and production issues among the Agency, IC, NSG, and Allied partners. The SGA coordinates multi-disciplinary processes associated with complex, controversial, or precedent-setting matters that have a critical bearing on the accomplishment of current or future capabilities and research and development. The SGA advocates GEOMATICS issues across all NGA key components to ensure a common understanding of strategic GEOMATICS requirements and provide a coordinated agency effort to meet them over the long-term. Understands IC, Service and COCOM GEOMATICS requirements, articulates needs internal to NGA, and acts as an advocate in the Program Objective Memorandum (POM) process for resource allocation. Advances NGA's role of promoting geospatial intelligence in support of GEOMATICS with industry, academia, and international organizations. Ensures efficient and effective process flows to support NGA and customer missions. Actively shapes the viability of the GEOMATICS tradecraft and training and analyst certification and recommends NSG solutions to improve the quality of GEOMATICS analysis. Adheres to and advances NGA's mission, vision, and core values (as defined in the NGA Strategy). Participates fully in the Mission Management construct and represents GEOMATICS and Source equities and provides expert support to mission planning priorities. Supports and provides expertise to key transformation activities occurring in Foundation GEOINT to include FG Modernization and automation of key processes and technologies.

SPECIAL REQUIREMENTS:
1. Applicant selected for this position is subject to the completion of a one-year DISL trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA.
3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel.
4. Employment is subject to requirements of the NGA Drug Testing Program.
Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. Successful applicants will be distinguished from other applicants by a review of the Technical Qualification (TQs) and Education Requirements, if required. An applicant's resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position. EDUCATION REQUIREMENT
Bachelor's degree from an accredited college or university.
TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Expert understanding of the U.S. Department of War, with demonstrated leadership and deep expertise in the international geodetic community. This includes familiarity with organizations focused on geodesy, geophysics, policies and programs, and the application of photogrammetric practices. In-depth knowledge of inter-organizational collaborations, including non-governmental organizations (NGOs), multi-lateral, and bi-lateral arrangements related to geodesy, geophysics, and geodetic surveying.
2. Demonstrated ability to mentor/grow next generation of Geodesists', and ability to establish continuing tradecraft program to ensure significant workforce advancement within Geodetic Earth Science, Orbit Science, and Geodetic surveying expertise.
3. In-depth technical knowledge of GEOINT collection systems, processing capabilities, and interdependent systems that support geomatic requirements.
In addition to the above Technical Qualifications, the below qualifications are also desired:
1. Demonstrated knowledge of the GEOINT requirements process and informed collection orchestration.
2. Experience working collaboratively with multiple organizations, including the Joint Staff, combatant commands, and military services, to build consensus concerning mission priorities, requirements (to include fiscal and personnel resources), and production outcomes.
3. Demonstrated experience in managing dynamic teams in a high ops-tempo environment.
4. Demonstrated experience in leading inter-agency discussions and coordination activities.
