Job description

Salary range is $81K to $149K with a midpoint of $101K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:
Under general direction, oversees and monitors the Project Labor Agreement (PLA) for the Agency; provides consultation, facilitation, training, and mediation as the representative of the Agency to the stakeholder partners signatory to the PLA; ensures all work covered by the PLA proceeds on time and on budget; develops programs and protocols to assure full implementation of PLA; provides information and/or responds to inquiries related to the PLA; monitors wage and hour rules, prevailing wage information, general labor relations policy and process, labor contract interpretation, and contract compliance as related to the PLA.
ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Oversees the Project Labor Agreement for all construction work in order to ensure that all work covered by the PLA proceeds continuously, efficiently, economically, on time, on budget, and with labor agreement as outlined by the Sound Transit Board policies.
  • Serves as the Project Labor Agreement's labor coordinator and a member of the Joint Administrative Committee (JAC); meets with members of the community that help coordinate public outreach efforts of Sound Transit and Diversity policies.
  • Develops and implements requests for proposals for solicitation of RAPID program funds, and coordinate Preferred Entry (pre-apprentice) and Apprentice support activities and administer pre-apprentice support training fund for the RAPID program.
  • Participates in pre-bid meetings, pre-award evaluations, pre-construction meetings, and pre-job jurisdictional meetings as well as weekly progress meetings; provides information and respond to questions related to the Project Labor Agreement.
  • Develops and oversees a joint labor/management substance abuse testing and monitoring program for construction workers; works with labor/management to ensure a "drug free workplace".
  • Attends events and performs public outreach duties in order to inform public entities, special interest groups, and the general public on Project Labor Agreements public outreach; responds to inquiries related to the PLA in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  • Represents the Agency in various forums of governmental entities, special interest groups, and the general public; engages and develops collaborative relationships with peers, labor partners, community partners, and others contacted in the course of work.
  • Monitors and prepares a variety of reports related to area of assignment including reports on EEO, Preferred Entry (pre-apprentice), and Apprentice utilization; maintains necessary records; monitors and logs all grievances filed by PLA partners; respond to grievances as required/necessary.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.
  • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.
  • It is the responsibility of all employees to integrate sustainability into everyday business practices.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor's degree in Public Administration, Business Administration, Political Science, Management, or closely related field and four years of professional level experience directly related to the assignment which includes responsibility for dealing with labor unions/labor relations, contracts, and compliance; OR an equivalent combination of education and experience.
Required Knowledge and Skills:
  • Principles, practices, and standards of diversity programs and functions and of industry principles and practices.
  • Principles and practices of labor relations laws, prevailing wage law and code, and state and federal regulations related to area of assignment.
  • Agency policies, procedures, rules, and regulations.
  • Methods and techniques of mediation and dispute resolution.
  • Governmental protocols and relationships.
  • Construction contracting policies, procedures, and administration; as well as procurement and fiscal/budget policies and procedures sufficient to analyze reports and monitor contracts.
  • Computer applications such as word processing, spreadsheets, and statistical databases; methods and techniques for data collection; and reporting standards.
  • Customer service methods and techniques including conflict management and problem solving methods and techniques.
  • Modern office procedures, methods, and equipment, including computers.
  • Report preparation.
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.
  • Applying principles and practices of technical expertise in interpreting and administering policies and procedures in assigned area, sufficient to discuss, resolve, and explain them to stakeholders, staff, and other constituencies.
  • Applying project management techniques and principles.
  • Problem resolution involving issues that may be sensitive in nature; resolving disputes in an effective and timely manner.
  • Preparing and analyzing complex data and numerical computations and comprehensive reports.
  • Responding to inquiries and in effective oral and written communication.

Physical Demands / Work Environment:
  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
  • This position requires occasional shift variability including working evening and night shifts based on construction project schedules.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • Position will be working on active construction sites and could be subject to bending, climbing, hearing, pushing, pulling, reaching, sitting, standing, kneeling, talking, walking, seeing, and carrying and lifting of objects up to 25 pounds.
