Job description

Asphalt Labor Supervisor An Overview The Asphalt Labor Supervisor provides supervision to a group of Laborers and Equipment Operators engaged in general roadway maintenance and repair work. An employee in this class assigns, inspects, and evaluates the work of skilled, semi-skilled or unskilled workers in a wide variety of tasks. The Asphalt Labor Supervisor works with the Superintendent to assign areas of work to team members and provide detailed standards to be met by the team.

The Asphalt Labor Supervisor monitors work performed by the team while underway and inspects the work upon completion. In addition, this position is critical to the support of emergency and special events, such as flooding and snow events. The Opportunity - Examples of Work Supervises and participates in the construction, repair, and/or patching of streets, sidewalks, curbs and gutters, driveways, and bike trails.

Supervises the participates in the preventative maintenance and operation of backhoes, asphalt rollers, trucks and connected trailers, air compressors, air hammers, chop saw, skid steer with milling attachment, and others as needed. Ensures the safety of employees, pedestrians, bicyclists, and drivers through the exercise of safe work practices. Accurately determines quantity of materials required for job(s) and orders as deemed appropriate.

Reviews and responds to daily service requests and work orders via the city's asset management system (Cityworks). Promote a collaborative and harmonious work environment. Writes daily and weekly work reports in clear and concise language.

Provides training to Laborers and/or Equipment Operators. Inspects and evaluates the performance of employees supervised. Acts for an Assistant Superintendent in their absence as delegated.

Follows and applies written and oral instructions. Promotes and educates staff in the area of safety, maintenance and equipment operation. Plans, coordinates, and directs daily operation, including incident and accident reports, interviewing, hiring, evaluating and scheduling of staff.

Responds to emergency or special events activity as required. Participates in a snow/ice removal team for City streets and sidewalks to include, but not limited to spreading sand and/or salt. May operate equipment in the absence of Equipment Operators.

Minimum & Additional Requirements To qualify for this position, all candidates must possess a High School Diploma or GED; three years of experience as a Laborer III or Equipment Operator; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Some employees in this class, depending on area of assignment, must possess a valid Commercial Driver's License (CDL), issued by the state of residence, with the proper endorsement for the vehicle being driven within six (6) months of appointment. Preferred Qualifications Asphalt Field Level I certification; VDOT flagging certification; basic computer knowledge, to include Microsoft Office; daily use inventory asset management program; mobile laptop, tablet, and printer experience; customer service training.
