About the Role

Teranet is seeking a driven IT Manager to lead the designated Application Group comprising Developers, Quality Assurance professionals, contractors, and vendors, while serving as a functional and technical leader supporting the delivery and ongoing success of application solutions within the Registries portfolio. What You'll Be Doing

The IT Manager provides general management and support for day-to-day activities in the areas of software development and application support that make up part of the IT Service Delivery Team. In this role, you will be responsible for talent acquisition (recruiting), performance management, interim project resourcing, managing the entire product life cycle, project management, budgeting, and forecasting

  • Work with the line of business and the architect to ensure that standards are followed in the development and operational support to ensure high quality applications and support.

  • Directly manage a team with respect to daily tasks and long-term project assignments.

  • Collaborate closely and on a regular basis with the line of business to assist them in planning and developing product roadmaps; act as the line of business partner to drive IT strategy to help achieve their objectives.

  • Drive decision-making authority and autonomy to achieve departmental goals. Influence others cross-functionally to ensure department goals are met and resolve conflicts in an effective manner.

  • Manage 2nd level application support for systems as applicable, ensure compliance with SLAs and other operational processes and standards.

  • Lead planned projects each year, including planning, tracking, status reporting, stakeholder management and timely communications. Prepare, manage, and monitor budget for these given projects.

  • Prepare annual budget, quarterly forecast and monitor and report finance variances.

  • Contribute and participate in IT steering committees.

  • Demonstrate expertise in both the art and science of project management across several areas, including governance, scope, requirements gathering, risk, quality, issue management, timeline management, communication and stakeholder management

  • Interface with senior management in IT and in the line of business to report status on the assigned projects and programs. Work closely with cross-functional IT teams to ensure the successful delivery of the projects.

What You Bring

  • Bachelor's degree in computer science, engineering, or a related discipline.

  • 5 to 7 years of experience in managing mission-critical and fault-resilient applications, handling large volumes of transactions and users.

  • 3 to 5 years of experience in account management in a medium-sized company, working as a business partner to support business targets.

  • 3 to 5 years of experience working in capacities where financial planning and budgeting were core responsibilities.

  • 3 to 5 years of experience in people leadership roles, leading cross-functional teams of 10+ individuals with diverse expertise and varying levels of experience.

  • Experience in working with public sector organizations is highly desirable.

  • Java development background is preferred.

  • Experience with Agile and Scrum methodology is an asset.

  • Ability to present at all levels of the organization, up to the Executives.

  • Strong knowledge of SDLC processes and emerging software development best practices.

  • Previous experience with performance reporting and balanced scorecard an asset.

  • Knowledge of AHA, JIRA, SharePoint, Confluence, Workday or other equivalent enterprise monitoring tools is an asset.

  • Knowledge of commercial applications using the Java programming language, Java Enterprise Edition, EJB 3.0, Spring Boot, DevOps, application servers (specifically WebLogic or JBoss), and Oracle RDBMS/PostgreSQL is an asset.

  • Knowledge of Teranet's business domain is an asset.

  • Project Management Professional (PMP) and Scale Agile Framework (SAFe) accreditation is an asset.

The annual pay range for this role is $140,000 -$163,800 inclusive of base salary and target incentive pay.
