Purpose:
The Tribal Gaming Agency Director (Director) serves as the executive administrator of the Tribal Gaming Agency (TGA) and is responsible for the overall administration, supervision, and integrity of the Tribe's independent gaming regulatory program. The Director administers and enforces the Tribe's Gaming Ordinance, regulations, licensing standards, and regulatory policies while ensuring compliance with the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC) regulations, Tribal law, and other applicable federal requirements.
The Director oversees gaming licensing, suitability investigations, compliance monitoring, regulatory inspections, enforcement activities, and administrative operations of the Tribal Gaming Agency. This position protects Tribal gaming assets, promotes public confidence in Tribal gaming, safeguards the integrity of gaming operations, and maintains the independence of the Tribe's regulatory authority through fair, consistent, and impartial enforcement of applicable laws and regulations.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
· Carry out responsibilities established in the Tlingit & Haida Gaming Ordinance.
· Provide regulatory oversight of the Tlingit & Haida Gaming Agency and its operations.
· Serve as designated agent for service of any official federal government determination, order, or notice of violation of the Ordinance or of IGRA.
· Participate as requested in the filing of quarterly and annual regulatory reports to the Tribal Council.
· Participate in the approval and adoption of regulations, policies, and procedures necessary to support gaming regulatory functions.
· Attend and participate in Gaming Commission meetings, hearings, trainings, and official regulatory events when appropriate.
· Participate in the suspension or revocation of gaming licenses for cause in accordance with regulatory procedures.
· Conduct investigations and sanction violations of the gaming laws and regulations of the Tribe.
· Ensure gaming equipment and supplies are monitored for integrity and regulatory compliance.
· Monitor and regulate all gaming activities conducted within the jurisdiction and authority of the Tribe.
· Monitor and report suspected illegal activities or violations of gaming regulations.
· Collaborate with gaming regulators, law enforcement agencies, and other jurisdictions when appropriate.
· Ensure compliance with IGRA, NIGC regulations, Tribal gaming laws, and applicable policies.
· Protect gaming assets and help ensure the safety of patrons and personnel within gaming facilities.
· Preside over hearings related to any person or entity aggrieved by a decision made or action taken by the Tribal Gaming Agency that is requesting reconsideration.
Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:
· Knowledge of Tribal gaming regulatory frameworks including the Indian Gaming Regulatory Act (IGRA) and National Indian Gaming Commission (NIGC) regulations.
· Knowledge of the purpose, authority, and responsibilities of a Tribal Gaming Commission.
· Knowledge of regulatory compliance, licensing procedures, and background investigation processes.
· Knowledge of budgeting practices, fiscal oversight, and financial accountability.
· Skill in interpreting and applying Tribal ordinances, policies, and gaming regulations.
· Skill in research, analysis, and regulatory decision making.
· Skill in written and verbal communication including preparation of reports and correspondence.
· Skill in using standard office software including Microsoft Word, Excel, and related programs.
· Ability to maintain confidentiality of sensitive regulatory, licensing, and background investigation information.
· Ability to establish and maintain effective working relationships with Tribal leadership, regulatory agencies, gaming operations staff, and law enforcement.
· Ability to manage multiple priorities and adapt to changing regulatory or operational requirements.
· Ability to exercise sound judgment and maintain professional ethics in a regulatory environment.
Minimum Qualifications (education, experience, skills):
· Bachelor's degree in Criminal Justice, Business Administration, Public Administration, Law, Accounting, Regulatory Compliance, or a closely related field.
· OR
· High school diploma or GED and a minimum of four (4) years of progressively responsible experience in Tribal gaming regulation, gaming compliance, law enforcement, regulatory investigations, or gaming operations, including supervisory experience.
· OR
· An equivalent combination of education, training, and directly related experience may be substituted.
· Must obtain and maintain eligibility for a Tribal Gaming License.
· Must be twenty-five (25) years of age.
· Valid Driver’s License.
Preferred Qualifications (education, experience, skills):
· Certified Gaming Regulatory Professional (CGRP) or comparable certification.
· Experience serving as a Tribal Gaming Commissioner or Tribal Gaming Agency Director.
· Experience conducting licensing investigations and suitability determinations.
· Experience with NIGC Minimum Internal Control Standards (MICS).
· Experience working with FBI Criminal History Record Information (CHRI) requirements.
· Experience administering gaming licensing systems and regulatory databases.
· Experience preparing Tribal gaming ordinances, regulations, or internal controls.
· Experience developing regulatory policies and procedures.
· Experience supervising gaming investigators, licensing specialists, or compliance staff.
· Experience working within Tribal governments and understanding Tribal sovereignty.
· Experience working within Tribal regulatory agencies.
· Law enforcement, compliance, or regulatory investigation experience.
· Gaming management or gaming regulatory experience.

Work is performed in a regulatory office environment with periodic presence in gaming facilities to observe operations and ensure compliance. Occasional travel may be required for training, regulatory meetings, or coordination with other Tribal, state, or federal regulatory agencies.
