MetaPhase is seeking a Lead Functional Manager (LFM) to support an U.S. Department of Homeland Security Financial Systems Modernization (FSM) program. This role is integral to a high-impact initiative that will modernize legacy financial, procurement, and asset systems by enabling data readiness for transition to SAP S/4HANA. The LFM will apply federal financial accounting expertise to lead data quality and validation efforts across complex financial domains and collaborate closely with both government stakeholders and MetaPhase's FSM Data Management team.
What You Will Be Doing:
  • Act as the functional lead for legacy data validation and reconciliation across DHS' financial, procurement, contract lifecycle, and asset management systems
  • Apply federal accounting principles to analyze and cleanse transactional and master data in preparation for conversion to S/4HANA
  • Develop and implement data quality measures, assessment techniques, and long-term validation strategies to ensure audit-readiness
  • Collaborate with federal financial subject matter experts and MetaPhase's Data Management Team to align on data validation approaches and ERP mapping logic
  • Lead and support efforts in identifying data anomalies, recommending resolutions, and documenting remediation activities
  • Leverage SAP S/4HANA functional knowledge to support downstream conversion logic and test planning
  • Provide guidance and oversight during ETL processes, conversion testing, and go-live readiness
  • Mentor junior consultants and contribute to MetaPhase's knowledge base for federal financial systems

What We Need From You (Required):
  • U.S. Citizenship is required (NO EXCEPTIONS)
  • Association of Government Accountants (AGA), Certified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM)
  • 10+ years of experience in federal accounting, including data analysis, reconciliation, cleansing, and validation
  • 10+ years of experience with federal financial applications such as Oracle, Altimate, or SAP
  • 8+ years of experience with SAP S/4HANA modules including MM, FI, CO, PS, FS, SD, and BW
  • 5+ years leading Federal Financial projects across finance, procurement, and asset management
  • 5+ years conducting federal business process analysis and improvements
  • Functional Lead on 3-4 SAP Federal Financial implementations
  • 5+ years of experience in ETL and data conversion processes for federal systems

Bonus Points (Desired):
  • Prior experience supporting DHS ERP modernization initiatives
  • Familiarity with DHS data governance, FFMIA, and audit-readiness requirements
  • Additional certifications: PMP, SAFe Agilist, or SAP certifications in financial modules

  • Hybrid - Based in Washington, DC. Occasional travel may be required.

  • Must be able to obtain Public Trust
  • Bachelor's degree in Information Systems, IT Management, or related field

Compensation:
Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $120k - $140k.
