Main Purpose of Job

The main purpose of this position is to provide factual, impartial reports of findings and perform complex digital data recovery examinations on computers, cell phones, mobile computers and hand-held devices in a forensically sound manner. These exams are in support of criminal investigations that involve various forms of digital evidence submitted for analysis to Technical Investigations Section, Digital Forensics Laboratory of the Maryland State Police. This job function provided essential support to criminal and administrative investigations conducted by the Maryland State Police and allied agencies throughout the state.\r\n

POSITION DUTIES

Duties include but are\r\nnot limited to:\r\n\r\n\r\n Conducts thorough, impartial forensics examinations of computer hard disk\r\n drives, floppy disks, and other electronic data storage media using best\r\n forensics practices and ensuring the protection of the original digital\r\n evidence;\r\n Identifies digital evidence\r\n relative to investigations. Investigations include: child pornography exploitation, serious\r\n crimes against persons cases and others;\r\n Examines, recovers, and analyzes\r\n computer evidence for text data, deleted files, password protected files,\r\n emails, graphics, multimedia files, file data, and digital images;\r\n Prepares detailed,\r\n comprehensive, written reports of examinations and findings in a way\r\n that findings can be validated and duplicated by other forensics\r\n examiners;\r\n Presents findings orally and provides expert witness testimony\r\n in a court of law and/or administrative hearings as required;\r\n Attends on-going continuing\r\n education training as required to stay abreast of current trends\r\n in technology and computer forensics;\r\n Performs other related duties as assigned.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Experience: Seven years of experience, three years of experience in computer forensics or information technology related experience and four additional years of experience performing digital recovery examinations on computers.\r\nNote: Candidates may substitute the possession of a Bachelor's degree in information technology, computer science,criminal justice, or a related field and three years of experience in computer forensics or information technology related experience for the required experience.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland\r\n

SPECIAL REQUIREMENTS

1. Candidates for positions in the classification will be subject to a completecriminal background investigation and polygraph examination before permanentappointment can be made. A criminal conviction may be grounds for rejection of the candidate.\r\n2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.\r\n3. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.\r\n

SELECTION PROCESS

Only candidates who meet the minimum qualifications will\r\nbe considered for this classification. Therefore, it is essential that you\r\nprovide complete and accurate information on your application. Successful\r\ncandidates will be placed on the Eligible List categorized as BEST QUALIFIED,\r\nBETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at\r\nleast one year from the date of examination. The list will be used by the\r\nhiring manager to select employees. The list will be valid for one year.\r\n

EXAMINATION PROCESS

The examination will consist of a rating of your\r\neducation, training and experience related to the requirements of the position.\r\nYou may be required to complete a qualifications supplement, or the rating may\r\nbe based on your application. Report all experience and education that is\r\nrelated to this position.\r\n
