Job Summary
Position Description:
Under general supervision of the GIS Supervisor, the GIS Technician maintains and updates parcel mapping and related geographic information used by the Assessor's Office. The position interprets legal descriptions, edits GIS data, prepares maps, and supports internal users by ensuring the accuracy, consistency, and availability of geographic information. The GIS Technician supports assessment operations by maintaining accurate geographic information, assisting internal users, and contributing to consistent, reliable parcel mapping.
Career Progression
With appropriate training, demonstrated proficiency over time in grade, consistent successful job performance, and based on organizational need, this position may be eligible for progression into a GIS Analyst role. Advancement is contingent upon the employee demonstrating the ability to perform higher-level spatial analysis, assume increased responsibility for data interpretation and problem solving, and apply GIS methodologies beyond data maintenance and map production, as determined through supervisory evaluation and organizational need.

All Assessor Employees are expected to:
• Work independently and in a team with tact, support, and cooperation for customers, co-workers, and supervisors.
• Be capable of effectively using Microsoft Office applications, including Word and Excel.
• Perform other duties as assigned, assist in all functions of the office, and train co-workers.
• Be aware that work may be occasionally required outside normal business hours, and time off may be discouraged during certain customer-support periods.
As this is a public office, and due to conflict of interest concerns, all employees of the Tulsa County Assessor's Office must place any real estate license in an INACTIVE status while employed here, or as soon as any current transactions are completed.
Job Description
Examples of Work Performed:
• Interpret legal descriptions to create accurate maps, calculate square footage, and digitize property boundaries.
• Maintain parcel mapping by processing change orders, updating GIS records, verifying property information, and coordinating revisions with affected departments.
• Provide technical assistance to staff in the use of GIS applications and mapping resources.
• Respond to internal and external requests for GIS data and map generation, such as square footage, area queries, and zoning data.
• Prepare and distribute GIS maps and data in support of office operations and authorized requests.
• Produce maps, reports, and other geographic information products supporting assessment operations.
• Identify mapping discrepancies and recommend improvements to mapping procedures.
Required Skills, Knowledge, and Abilities:
• Demonstrates accuracy, attention to detail, accountability, and commitment to maintaining reliable geographic information.
• Knowledge of GIS software (preferably ArcGIS) and mapping techniques, including basic drafting methods and map interpretation.
• Ability to interpret legal descriptions and convert them into GIS drawings or maps.
• Working knowledge of property records, legal descriptions, and cadastral mapping.
• Basic understanding of AutoCAD software and its integration with GIS.
• Ability to perform standard GIS queries and geoprocessing tasks (e.g., buffering, clipping, spatial joins, dissolves, and projections).
• Proficiency with ESRI ArcGIS products and other web-based GIS applications, including GIS data entry, data management, map creation, and standard data queries.
• Experience with Enterprise Geodatabases (SQL Server) preferred
• Experience with ArcGIS Enterprise or versioned editing preferred
• Experience with Python preferred
• Ability to prepare GIS data and mapping products in standard digital and printed formats (shapefiles, geodatabases, PDFs, etc.).
• Proficiency with Microsoft Office applications, including Word, Excel, and Microsoft Teams.
• Ability to work effectively with other departments, handle multiple requests, and prioritize tasks.
Education/Experience:
• High school diploma or equivalent required.
• Associate degree or coursework in GIS, Geography, Surveying, CAD, Computer Science, or related field preferred.
• Two years GIS or cadastral mapping experience preferred.
Previous experience working in a government or property management environment is a plus.

  • Ability to effectively interpret written, verbal, and procedural instructions.
  • Ability to provide technical assistance regarding GIS applications and mapping resources while communicating clearly and professionally with staff, management, external agencies, and the public.
  • Ability to prepare reports, correspondence, and operational documentation.

Mathematical Skills:
  • Ability to perform basic arithmetic operations (addition, subtraction, multiplication, division) and calculate areas, percentages, and ratios using common fractions, decimals, and whole numbers.

Reasoning Ability:
  • Ability to solve practical problems in situations where standard solutions may not be available.
  • Ability to interpret and follow instructions in written, oral, or diagram form.

Certificates, Licenses, and Registration:
  • Certification in GIS (preferred but not required).
  • Certificate of Advanced Accreditation as provided for in Title 68 O.S. §2816

Physical Demands
Employee is regularly required to use hands and fingers for keyboarding and data entry; frequently required to speak, hear, and move about independently.
The employee may occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by this job include close, distance, peripheral, depth perception, and the ability to adjust focus.
Work Environment
This position will work in a typical downtown office environment.
The noise level is usually low to moderate.
