Schedule: This is an in-person position, Monday through Friday, 8:30am - 5:00pm

Wage Range: $105,000.00 – $115,000.00 annual salary, Exempt

Position Overview:

The Director of Program Performance & Operations serves as a strategic operational leader responsible for monitoring program performance, grant compliance, operational effectiveness, quality outcomes, and financial performance across assigned divisions. This position serves as the primary operational partner to the Chief and works collaboratively with program leadership, finance, billing, grants management, quality improvement, compliance, and executive leadership to ensure successful achievement of organizational goals and funding requirements.

The Director provides executive-level analysis, reporting, and recommendations to support informed decision-making and continuous improvement efforts. The position oversees performance associated with approximately $16 million in grant funding and ensures programs meet contractual, regulatory, operational, and performance expectations.

What you will do:

• Operational Leadership

  • Serve as strategic operational advisor to the Chief.
  • Monitor operational performance across assigned programs.
  • Identify barriers impacting program effectiveness.
  • Coordinate cross-departmental projects and priorities.
  • Provide recommendations regarding staffing, workflows, and service delivery models.

• Grant Performance & Compliance

  • Monitor performance of federal, state, tribal, and private grant-funded programs.
  • Track grant deliverables, milestones, reporting requirements, and performance measures.
  • Collaborate with program leaders to ensure compliance with funding requirements.
  • Identify compliance risks and recommend corrective actions.
  • Assist with grant reporting, audits, and monitoring activities.

• Outcomes & Performance Management

  • Develop and maintain division-wide performance dashboards.
  • Monitor KPIs and operational metrics.
  • Analyze utilization, productivity, access, engagement, and outcome data.
  • Identify trends and provide actionable recommendations.
  • Develop executive reports and presentations.

• Financial & Revenue Performance

  • Partner with Finance, Billing, Revenue Cycle, and Program Leadership.
  • Monitor financial performance indicators.
  • Identify operational barriers affecting revenue.
  • Review budget-to-actual performance.
  • Assist in developing corrective action plans when performance targets are not met.

• Executive Reporting

  • Prepare weekly operational performance reports.
  • Develop executive dashboards and scorecards.
  • Present findings and recommendations to executive leadership.
  • Immediately escalate significant operational, compliance, financial, or grant-related concerns.

• Regulatory & Quality Oversight

  • Monitor regulatory requirements impacting assigned programs.
  • Support audit readiness efforts.
  • Ensure operational practices align with organizational policies.
  • Support accreditation, licensing, and contractual requirements.

We would like to hear from people that have:

• Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, Social Work Administration, Behavioral Health Administration, or related field.
• Seven (7) years of progressively responsible operational leadership experience. 
• Five (5) years managing or supporting grant-funded programs.
• Experience developing and analyzing performance metrics. 
• Experience with budget management and financial reporting. 
• Experience leading organizational improvement initiatives. 
• Experience working within healthcare, behavioral health, tribal health, public health, FQHC, or community-based organizations. 
• Must pass a pre-employment or for cause drug tests.
• Must pass criminal background and DMV checks.

Preferred Qualifications:

• Experience working within the Native American/Alaska Native community 
• Master's degree in Healthcare Administration, Public Health, Business Administration, Social Work, or related field. 
• FQHC experience. 
• Tribal healthcare experience. 
• Behavioral health experience. 
• Experience managing multi-million-dollar grant portfolios. 
• Experience with Medicaid and healthcare reimbursement systems. 
• Lean, Six Sigma, or Quality Improvement certification.
