We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goals.
Construction Manager Position Overview
The Construction Manager (CM) will provide on-site construction management support as one of two full-time CM positions for VA's EHRM Infrastructure Upgrades project at the Doris Miller Veterans Affairs Medical Center, located at 4800 Memorial Drive, Waco, TX 76711. This role is ideal for an experienced construction professional who can monitor field activities, support quality assurance, review contractor performance, track submittals and RFIs, document site conditions, support inspections, and prepare required VA reporting for COR review.
The CM will support field oversight in coordination with the COR and project team while maintaining appropriate contractual boundaries. The CM will not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume responsibilities assigned to the A/E, construction contractor, Contracting Officer, or COR.
Construction Manager Key Responsibilities
Project Coordination & Stakeholder Management
- Coordinate with VA stakeholders, PCAC, the Doris Miller Veterans Affairs Medical Center, Health Care System representatives, building occupants, A/E representatives, the General Contractor, subcontractors, testing agencies, and project team members
- Facilitate communication, assist with resolving coordination issues, clarify project requirements, and maintain project progress
- Keep the COR informed of field status, observed deficiencies, safety concerns, schedule impacts, and items requiring Government attention
- Attend and support progress meetings, field coordination meetings, schedule reviews, and action item follow-up
- Support establishment of temporary field offices and laydown areas when required by the project
Field Oversight, Schedule & Coordination
- Review and monitor construction phase schedules, including milestones, phasing, workflow, material deliveries, inspections, testing dates, long-lead item availability, and related schedule impacts
- Track long-lead item availability and communicate related schedule impacts to the COR and project team
- Maintain daily diaries, daily logs of activity, or inspection logs documenting project activities and events affecting construction
- Assist with developing courses of action for field issues and support resolution of construction issues through troubleshooting support
- Compare field progress against approved schedules and communicate schedule slippages or sequencing concerns to the COR
- Support claims/dispute analysis when requested by documenting field conditions, schedule impacts, and relevant construction records
Quality Assurance, Submittals & Inspections
- Monitor field construction activities and identify work that appears inconsistent with contract documents, specifications, VA standards, codes, or VA Medical Center requirements
- Coordinate submittal reviews and support maintenance of the submittal register and submittal management process
- Document, track, monitor, and coordinate RFIs and responses in coordination with the COR
- Perform field inspections, compile lists of defects and omissions, and provide reports to the COR on work requiring correction
- Monitor independent testing agency or laboratory services, as applicable, and report testing or inspection discrepancies to the COR
Document Control, As-Builts & Reporting
- Maintain project records, correspondence, inspection documentation, construction administration files, as-built information, electronic filing, and required submissions as directed by the COR
- Verify field conditions and support creation, review, and updates of as-built drawings and redline documentation
- Support closeout documentation, operational and maintenance data review, and Owner-supplied equipment coordination as required
- Support commissioning activities with the Commissioning Agent and General Contractor as required
Construction Manager Required Deliverables
- Submit daily inspection reports electronically to the COR every Friday, documenting area of work, phase of project, tasks observed, approved schedule relationship, percentage complete, defects and omissions, corrective actions, and safety or environmental issues requiring correction
- Provide meeting support materials, including agendas, minutes, action items, and follow-up items for Government review, as requested
- Submit submittal review documentation electronically within 24 hours upon completion and one business day before applicable construction contract timeframes, including recommendations, justifications, and schedule-delay annotations as needed
- Submit schedule review documentation electronically within nine business days of notification, addressing General Contractor activities, activity relationships, master schedule updates, changes from original scheduling, and illogical, missing, or erroneous schedule activities
- Prepare observation reports, lists of defects and omissions, modification narratives, sketches, drawings, and corrective-action recommendations, as required
- Maintain RFI tracking records, inspection logs, field issue documentation, and troubleshooting support records
- Provide long-lead item tracking updates and testing agency/laboratory monitoring notes, as applicable
- Provide as-built verification records, redline updates, closeout submittal review support, and operational and maintenance data review support
- Provide commissioning support documentation, as required, for coordination with the Commissioning Agent and General Contractor
- Prepare claims/dispute support documentation, including field condition records, schedule-impact information, photographs, if available, and supporting construction records, as requested
- Provide a monthly project-hours breakdown to the COR
Construction Manager Qualifications
Required Experience and Technical Competencies
- Bachelor's degree from an accredited institution in construction management, engineering, architecture, or a related field; or, in lieu of a degree, at least 10 years of progressively responsible construction field experience, subject to Government review and approval
- Minimum of five years of verifiable construction work experience directly related to field construction activities, quality assurance, and monitoring contractor performance on projects of similar size and complexity
- Successful construction management or similar role experience on at least three projects of comparable scale and difficulty
- Working knowledge of construction practices, site operations, general contractor and subcontractor coordination, and field quality assurance
- Ability to prepare, analyze, and identify incongruities and deficiencies in contractor work in relation to construction documents and baseline schedules
- Communication, language, and software skills sufficient to use construction management and scheduling software, standard office applications, and reporting tools
- Ability to monitor work progress, identify deficiencies, document corrective actions, and support field issue resolution
- Ability to prepare clear inspection reports, observation reports, field logs, RFI tracking records, deficiency lists, and written recommendations
Standards, Credentials, and Training
- Familiarity with VA project delivery, VA Technical Information Library standards, The Joint Commission (TJC), healthcare coordination, OSHA requirements, and project controls practices
- Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements and favorable NACI background check
- Ability to obtain access to VA construction management software through the Facilities Engineering office and use required systems for project correspondence and reporting
- Complete OSHA 30-hour safety training within 60 days of Notice of Award and complete required VA cybersecurity and privacy awareness training within required contract timeframes
- S. citizenship is required for this contract; only U.S. citizens may perform work under this requirement
- Comply with VA information release restrictions, Government ownership of contract deliverables, and any required non-disclosure or conflict-of-interest requirements
Preferred Qualifications
- Professional credentials such as Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), Registered Architect (RA), or comparable construction/quality credential are preferred
- VA, federal healthcare, EHRM infrastructure, occupied-facility construction, construction management software, or comparable regulated healthcare project experience is preferred
Construction Manager Work Conditions

- The position is anticipated to support up to 40 hours per week based on the operational needs of the facility. Day, night, weekend, holiday, or after-hours support may be required to meet project demands and coordinate with the field COR
- Base year plus one option year anticipated, with the base period expected to run 365 days from award and the option year following the end of the base year
- The Government is expected to provide basic on-site office essentials, including desk, chair, power, and lighting, and Government-furnished equipment may include a computer, monitor, keyboard, and mouse for project data during the task order
Compliance and Reporting: The CM will submit reports, deliverables, inspection documentation, and project records electronically in accordance with COR direction, contract timeframes, applicable standards, and the required contractor-support role.
