SPA has a near-term need for a Senior Program Manager.

Responsibilities

SPA has a need for a full-time Space Systems Senior Program Manager (PM) onsite at Kirtland Air Force Base, NM that is the single point of accountability for cost, schedule, and technical performance across an entire IDIQ and all task orders. The PM will be the primary government interface and must be able to coordinate efforts on multiple high-visibility programs and projects and oversee the efforts of a team of 80+ junior-, mid-, and senior-level engineers, cybersecurity professionals, and managers across multiple task orders. The PM will play a critical role in supporting Space Systems Command's Innovation and Prototype Ground branch (SSC/SDG) by driving and supporting mission-critical ground systems for a diverse set of mission partners.ย 

The PM is responsible for management and oversight of multiple programs/projects, managing a $25M+ annual budget and resources for 80+ personnel, and identifying and mitigating risks. The PM will provide relevant, objective, timely, and clear direction to the entire SPA team, while supporting SDG in the operation and sustainment of current projects, and onboarding emerging technologies and projects.ย 

  • Develop and implement program strategies and goals, aligned with organizational objectives.
  • Manage program budgets and resources.
  • Maintain quality control of contract deliverables.
  • Oversee projects and manage Level of Effort (LOE) for personnel.
  • Monitor project progress, timelines, and performance and ensure accurate and timely product delivery to SDG and its customers.
  • Collaborate with and manage relationships with customers, partners, and team members.
  • Identify, assess, and mitigate program risks and issues and develop contingency plans.
  • Lead in a high-tempo operational environment, making quick yet informed decisions to maintain focus on mission success and contractual commitments.
Qualifications

Qualifications:

  • Active TS clearance with SCI eligibility and the ability to obtain and maintain TS/SCI and SAP clearances
  • BS in Engineering, Computer Science, IT, Business, or related STEM field
  • 15+ years of program/project management experience with 10+ years managing DoD space or ground system contracts ($50M+, 30 FTEs) and 5+ years managing multi-TO IDIQ contracts
  • Project Management Professional (PMP) or Defense Acquisition University certification (Level III)
  • Management of multi-disciplinary teams across multiple classification levels
  • Award fee contract management
  • Cost/Schedule/Technical integration and reporting
  • Customer relationship management at O-5/GS-14+ level
  • Subcontractor and teaming partner management
  • Risk management and corrective action planning
  • Ability to report to designated work location at Kirtland AFB, up to full time, based on the needs of the customer

Desired Qualifications:

  • MS in Engineering, Computer Science, IT, Business, or related STEM field
  • ITIL Foundation certification
  • Active TS/SCI security clearance, and the ability to maintain TS/SCI and SAP clearances
  • Prior experience as PM on satellite ground system sustainment, integration, or development contract
  • Experience managing hybrid on-prem/cloud ground system environments
  • Familiarity with SSC and Kirtland AFB
  • Experience managing contracts with 24/7 mission operations tempo
