Position Summary

The Public Works Foreman provides direct field leadership and operational supervision over daily maintenance, infrastructure repairs, and public works field crews. This role ensures projects ranging from road repairs to storm water management are completed safely, efficiently, and in compliance with municipal standards. The Foreman balances hands-on field operations with administrative tasks, including electronic work order tracking and resource allocation.

Key Responsibilities

  • Field Supervision & Leadership: Lead, direct, and work alongside daily maintenance crews across various infrastructure and repair projects.

  • Work Order & Asset Management: Receive, assign, track, and complete work orders electronically using computerized maintenance management systems (CMMS) or mobile devices.

  • Roadway & Traffic Operations: Oversee maintenance activities along public roadways and high-density traffic corridors, ensuring strict adherence to Work Zone Traffic Control and MUTCD safety standards.

  • Infrastructure Maintenance: Direct and perform concrete and asphalt repairs (e.g., patching, curb repair, paving preparation, side-walk maintenance).

  • Storm Water Management: Inspect, clear, and maintain storm water systems, including catch basins, culverts, drainage ditches, and retention structures.

  • Equipment Management: Operate and supervise the operation of heavy municipal equipment (e.g., backhoes, loaders, excavators, dump trucks) safely and effectively; ensure routine pre/post-operation equipment checks are performed.

  • Safety & Compliance: Enforce OSHA and departmental safety guidelines, hold toolbox safety talks, and ensure proper PPE usage on all job sites.

Minimum Qualifications

  • High School Diploma or GED equivalent.

  • 3+ years of progressive experience in public works, highway maintenance, heavy civil construction, or a related field.

  • Proven familiarity with creating, completing, and submitting work orders via electronic systems or mobile apps.

  • Practical, hands-on experience working with asphalt and concrete materials.

  • Demonstrated experience managing work site safety along roadways and high-traffic areas.

  • Valid Driver’s License (Class A or B Commercial Driver's License [CDL] preferred or required within 6 months of hire).

Preferred Qualifications

  • 1+ years in a supervisory, crew lead, or foreman role.

  • Direct experience operating heavy construction and earthmoving equipment.

  • Prior experience with municipal storm water maintenance, drainage infrastructure, or erosion control measures.

  • Flagging / Work Zone Traffic Control Certification.
