Job Summary
Provide individualized, confidential counseling, technical procurement assistance, and technical procurement training to the Contract Opportunity Center's (COC) clients and the business community. In-person work on campus is an essential function of this position.
Essential Functions
Provide and evaluate individualized, confidential counseling, technical assistance, and technical training to clients and the business community expansion, new contract start-ups, contract bidding, contract planning and scheduling negotiation requirements, mistake in bid rules, bid protest rules, allowable costs, constructing bonding, contract financing, material submittals, referrals and post award assistance.
Develop and manage a client caseload to include maintenance of computerized client information, client file documentation, preparation of various program reports regarding client counseling, client training, outreach activities, and special/unique projects.
Plan, coordinate, and conduct technical and non-technical training seminars and workshops. Participate with business economic development alliance and advocacy groups in the presentation of trade shows, conferences, award events, business training activities, various outreach initiatives, and special projects.
Assist in the gathering of data and statistics to prepare program reports for externally funded programs, internal college reports and plans, new grant proposals, existing grant proposal extensions, and economic impact reports.
Research and disseminate to clients and the business community constantly changing and evolving federal, state, and local government procurement or purchasing initiatives programs, policies, rules, regulations and laws, such as types of set-asides size determinations, Historically Underutilized Business (HUB) requirements, claim rules or procedures, protest rules, mistake in bid rules, Electronic Commerce/ Electronic Data Interchange (EC/EDI) bonding requirements, negotiation requirements, etc.
Maintain working relationships and partnerships with economic development entities government agencies, financial entities, government agencies, Chamber of Commerce and various business alliance and advocacy groups in order to develop and promote economic development, including business expansion and growth.
Assist in the development and maintenance of the COC's library and technical resource by researching and recommending technical print references, technical computer or electronic references, software, and business magazines and publications.
Contribute articles to and help publish the COC's quarterly newsletter; assist in the creation and revision of internal program forms and documents for various reporting requirements and statistic data collection purposes. Assist clients and the business community in the preparation of business correspondence, cost and price proposals, contracts performance schedules, negotiation documents, and other technical contractual documents.
Perform other duties as assigned.
Qualifications
Required Qualifications:
1. Bachelor's degree and three (3) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.
NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.
2. Working knowledge of federal, state, and local government procurement and purchasing initiatives programs, policies, rules, regulations and laws.
3. Experience in organizing events, developing and presenting (technical and non-technical), and business training seminars and workshops, outreach initiatives, and special projects.
4. Experience collecting and analyzing data, working grant proposals and extensions, and compiling reports.
5. Experience working as a liaison.
6. Effective communications skills (oral and written).
7. Effective organizational, interpersonal, and time-management skills.
8. Effective analytical, problem-solving, and decision-making skills.
9. Proficient in Microsoft Word, Excel, and Access for word processing, spreadsheets, and database management.
