Position Summary
BLN24 is seeking an Oracle DBA to support enterprise Oracle environments, with a primary focus on Oracle technologies. The role combines mostly Oracle database administration, Oracle Middleware, BI reporting, Oracle development and cloud modernization, including database and middleware upgrades and migrations to Oracle Cloud Infrastructure (OCI).
Primary Responsibilities
  • Configure, administer, and troubleshoot Oracle Database, WebLogic Server, and Oracle Middleware.
  • Support Oracle database and middleware upgrades and migrations to OCI.
  • Design and maintain Oracle database applications and BI reports.
  • Experience with UNIX and Linux administration.
  • Perform database performance tuning, patching, upgrades, backup/recovery, and health monitoring.
  • Support enterprise web applications and Oracle mid-tier technologies.
  • Provide limited SQL Server development and administration support.
  • Develop SQL and PL/SQL code, including stored procedures, packages, functions, triggers, and vie
  • Troubleshoot database, middleware, and application issues across Linux and Windows environments.

Minimum Qualifications
  • U.S. Citizenship required.
  • Active Oracle Certified Professional certification.
  • Minimum of 4 years of Oracle database and middleware administration experience.
  • Strong SQL and PL/SQL programming skills.
  • Experience with Oracle Database, Oracle WebLogic, and Oracle Middleware.
  • Experience developing BI reports and optimizing database performance.
  • Experience with Oracle database upgrades, migrations, and Oracle Cloud Infrastructure (OCI).
  • Basic Microsoft SQL Server experience.
  • Experience supporting Unix, Linux, and Windows environments.

Preferred Qualifications
  • Oracle Certified Master certification.
  • Oracle Cloud Infrastructure Architect certification.
  • Experience using Oracle Zero Downtime Migration, GoldenGate, and Data Pump.
  • Experience implementing CIS Benchmarks for Oracle Linux, databases, middleware, or applications.
  • Experience supporting Microsoft SQL Server within an Oracle-centered enterprise environment.
  • Experience supporting federal Government systems, controlled unclassified information, or high-risk public-trust environments.
  • Experience integrating Oracle platforms with federal PIV, HSPD-12, or enterprise identity-management solutions.
  • Experience supporting Inspector General, audit, investigation, analytics, or data-warehouse environments.

Work Location and Schedule
  • Full-time position.
  • Work performed primarily onsite at the U.S. Department of Education Office of Inspector General headquarters in Washington, DC.
  • The employee must be available to support daily operations, scheduled maintenance, planned migrations, emergency patching, and other after-hours activities when required.
