The Air Force Civilian Service (AFCS) is looking for a Full-time Operations Research Analyst (NH-1515-03) to work for Air Force Materiel Command (AFMC) in the Air Force Sustainment Center's Financial Management Directorate, AFSC/FMC Office, at Robins Air Force Base located in Warner Robins, Georgia. The primary duty of the Operation Research Analyst is to prepare program office estimates, life cycle cost estimates, and independent cost estimates for program managers and higher headquarters in support of resource decisions for management of weapon systems for the AFSC and the Air Force Life Cycle Management Center. Accomplish business case analyses that provide viable strategic business solutions to decision makers in support of acquisition and sustainment initiatives. Prepare the Economic Impact Assessment detailing the economic impact of Tinker, Robins or Hill AFB on the "State" and its local metropolitan economies. Provide program policy and procedures guidance and consolidate input for OL Directors and other FM senior leaders to answer SAF/FM, AFMC/FM, AFSC/CC inquiries, when required. This series covers positions that manage, supervise, lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis.
Requirements:
Financial management certification
Obtain & maintain a security clearance
Basic Requirements: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Knowledge, Skills, and Abilities (KSA):
1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
2. Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions.
3. Skill to negotiate and/or defend findings and program support concepts.
4. Ability to lead study teams and originate new ideas, project, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
5. Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques.
6. Ability to communicate effectively, both orally and in writing, negotiate complex issues; and maintain good work relations.
