Job description

Summary: The Housing Quality Standard (HQS) Inspections Manager is responsible for the supervision of the SMOC Rental Assistance Inspections department including staff management, overseeing operations of all inspection-related procedures, and managing regulations in accordance with Executive Office of Housing and Livable Communities (EOHLC) guidance. The Manager is also expected to conduct inspections, provide training and mentoring to new staff, oversee and ensure smooth workflow, and perform administrative duties as needed.

Primary Responsibilities:

  • Day-to-day supervision of the HQS Inspectors and HQS Coordinator.
  • Oversee scheduling and completion of thorough HQS inspections of new units, existing units, and reinspection of those units.
  • Assist the Rental Assistance Director of Federal Programs in development and implementation of new programmatic practices and forms for streamlining, processing, and uniformity.
  • Monitor various types of inspections by conducting audit inspections.
  • Verify unit compliance based on health and safety requirements.
  • Conduct trainings for new staff and ongoing trainings for existing staff in relation to HQS/EOHLC regulations.
  • Manage the responsibilities of the HQS Inspections Coordinator and enter all Inspection data as necessary into the YARDI Software System module.
  • Maintain all necessary compliance rules related to Lead Paint Letters of Compliance by evaluating all LOC documents to verify their authenticity.
  • Manage and maintain a process to ensure that all property owners/landlords comply with Inspection related rules and regulations.
  • Assist staff with escalated issues or complaints.
  • Develop and maintain positive relationships with stakeholders including EOHLC, landlords, tenants, RAP Billing, Program Reps, RAFT, and other programs.
  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
  • Attend & participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
  • Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures.
  • Other duties as assigned.

Knowledge and Skill Requirements:

  • Bachelor's Degree preferred.
  • Minimum of 1-2 years of housing program experience, 1-2 years managing staff preferred.
  • Knowledge of Excel, Windows, Word and PC’s.
  • Ability to work well in a very high volume and productivity environment.
  • Ability to handle potentially stressful situations and sensitivity to the needs of economically disadvantaged clientele.
  • Valid Mass. Driver’s License and insurance.
  • Nan McKay HQS Certification required.
  • Future HQS Certifications as required.

Organizational Relationship:

  • Directly reports to Director of Federal Programs - Rental Assistance
  • Indirectly reports to Division Director, Housing Assistance Programs
  • Direct reports of this position are Lead Inspector, HQS Inspectors, and Inspections Coordinator.

Physical Requirement: Physical effort required to do the job: Mobility to use office machines, sitting, standing, ability to lift archive boxes filled with files.

Working Conditions: This job requires working in many different conditions and places. There can be a significant amount of time required to be on the road and inspecting units. Therefore, conditions range from an office environment to an outdoor environment that can be dirty, wet, hot, cold, difficult, and risky. As part of the responsibilities of this position, Inspections Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.


Monday through Friday: 9:00AM - 5:00PM. Includes a 1-hour unpaid lunch break.
35 Hours per week.
