Performs professional level administration and project coordination and is in charge of creating and implementing the County's workforce/affordable housing agenda, in close consultation with the Tillamook County Housing Commission as well as partners in the public, private, and non-profit sectors.
Qualifications
Knowledge, Skills, and Abilities
The individual in this role is expected to possess and exhibit the following knowledge, skills, and abilities.
Knowledge
  • Knowledge of the governing federal, state, and local community development and housing program regulations, policies, and financial tools associated with the development and preservation of affordable/workforce housing.
  • Knowledge of land use planning/zoning concepts; housing finance mechanisms (including such incentives as Low-Income Housing Tax Credits; Property Tax Abatement; Pre-development processes; programs and incentives related to System Development Charges (including waiver, deferrals, and financing)
  • Knowledge of the agencies and partners that finance or influence affordable/workforce housing.
  • Working knowledge of GIS.
  • Comprehensive understanding of the stages and levels of housing development.
  • Firm understanding of micro and macroeconomics as they relate to housing development and policy.
  • Knowledge of small and mid-sized business operations and their intersections with housing initiatives.
  • Firm understanding of finance and accounting principles, including practical applications in housing-related projects.
  • Knowledge of government and governmental processes, including basic civics and political systems.

Skills
  • Skill in presenting effectively to diverse audiences.
  • Analyze moderately complex information used in reviewing grant proposals and applications.

  • Skill in maintaining the Housing Commissions social media accounts.

Required Qualifications (Minimum qualifications for this role)
Education
  • Bachelor's degree in land use planning, economics, public policy or a related field.
Experience
  • Three (3) years of progressively responsible experience in land use planning, housing development, or policy work at a city, county, or regional level that included successful experience related to housing policy and/or development.

Certifications or Licenses
  • At the time of appointment, must possess a valid Oregon driver's license and maintain an acceptable driving record.

Preferred Qualifications
  • A Master's degree is preferred and may substitute for one (1) year of the required experience.

Other Qualifications
  • Must pass a pre-employment criminal history background investigation.

Essential Duties
Duties assigned to this classification include, but are not limited to, the following examples.
  • Identify and understand the challenges to the creation and preservation of affordable/workforce housing development (including but not limited to economic, market, and regulatory challenges).
  • Acts as administrative support to the Tillamook County Housing Commission, and partners with cities and communities throughout the County, on affordable/workforce housing efforts. This includes preparing and supporting Housing Commission meetings, creating agendas, scheduling speakers, posting meeting minutes, and providing administrative support to committees and ad hoc groups.
  • Has primary responsibility in the development of recommendations for final action by the Board of Commissioners. Specific duties may include administering budgeted funds, grants, and contracts for service; development, coordination, and evaluation of the assigned program, and participation in the more complex aspects of the work including creating executive summaries of Housing Committee meetings.
  • Will possess technical and professional knowledge, skills, and abilities relating to the assignment as well as leadership skills necessary to administer the program. The position also requires maintaining and sharing knowledge of shifting housing development resources and changes in county, state, and federal policies, and educating stakeholders on these updates.
  • Serve as the project leader to the Tillamook County Housing Commission:
    • Prepare Commission agendas
    • Maintain Commission records
    • Design and assure compliance with Commission policies and procedures
    • Draft reports and actions for Commission consideration
    • Understand zoning and building code regulations within the County that affect the production of affordable/workforce housing, and analyze and recommend modifications to those codes to better align the regulatory framework with the mission of the Housing Commission
    • Understand the various financial tools used to fund affordable/workforce housing, and analyze and recommend modifications to those tools (or the creation of new tools) to help make affordable/workforce housing more financially feasible
    • Serve as a primary resource for the County Board and staff in understanding the issues that affect affordable/workforce housing
    • Oversee the work of consultants and other professionals
    • Assist for-profit and non-profit housing developers in the creation and preservation of affordable/workforce housing
    • Oversee the maintenance of data on an annual basis to track progress in addressing the County's housing challenges
    • Nurture strong communications and collaboration between the Commission and the many partners within the County and beyond who have a direct or indirect role in creating and implementing the County's affordable/workforce housing agenda
    • Market the Housing Production Solutions Fund through social media, press releases, and direct outreach
    • Assist applicants with the application process, including pro forma development
    • Enforce grant and loan contracts. Act as the primary contact for developers, connecting them with available land and resources, and fostering a developer-friendly environment.

Performs additional duties as assigned.
