Applicants must have at least a "Successful" or "Consistent Performer" performance appraisal ratings on their last three (3) Performance Appraisal Reports.
Based on a recent directive from FBI senior leadership, the Bureau has instituted a six (6) year cap on lifetime/career foreign service for any Bureau employee. This directive includes foreign TDY assignments one year or longer in length, as well as all foreign COCOM assignments - PCS and long-term TDY. Any applicant with prior foreign assignments as a Bureau employee that applies for a new 3-year post, will have their tour capped so as not to exceed 6 years in foreign assignment total, if selected.

POSITION INFORMATION: The Legat Program offers employees a unique job experience not found in a domestic assignment. Living and working in a different culture is rewarding and challenging. As the face of the FBI abroad, Legat personnel serve as the foundation of the FBI's international law enforcement, intelligence, and national security initiatives.
Applicants must be aware that an Administrative Specialist in a Legat office often runs the entire office without assistance. Tasks may require fixing computers, lifting heavy boxes, attending important Embassy meetings, and managing FBI work in many countries with different languages and customs.
KEY REQUIREMENTS

• Must be able to obtain an SCI clearance
• Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
• Subject to worldwide mobility at the discretion of IOD management and in accordance with FBI corporate policy
• Selectee will be required to complete form FD-918, Worldwide Mobility Agreement
• Department of State physical & medical clearance required for employee and all Eligible Family Members. See "For Legat Positions Only"
• Maintains or is eligible to maintain a Government Travel Card with a credit limit of $25,000. See Official Travel Policy Guide.
• Possession of a valid and unexpired license to operate a motor vehicle
• Required to attend pre-deployment training on a schedule dictated by the needs of the FBI and complete such training to the satisfaction of the FBI (certain training may require significant physical exertion over steep and uneven terrain)

MAJOR DUTIES

• Provides clerical and administrative assistance in the office of the Legal Attaché (LEGAT) in the U.S. Embassy or U.S. Consulate General in the country to which assigned
• Composes communications, setting forth information obtained through a review of files and background material
• Performs a variety of duties, utilizing Sentinel and Legacy systems
• Maintains the Financial Service Accounts, to include monthly reports, verifying all transactions, balancing accounts, preparing reimbursement vouchers, etc.
• Requisitions supplies, equipment, repairs, or other services as required
• Interprets data, draws conclusions, and makes recommendations as to the most appropriate course of action based on results of analysis and application of accepted principles
• Prepares and presents findings, orally and in writing, to higher-level management personnel in the LEGAT and FBIHQ
• Establishes and maintains relationships with representatives at FBIHQ, U.S. Government and host government agencies within the Legat's area of responsibility
• Serves as the FBI representative, in absence of senior FBI staff, in the U.S. Embassy or U.S. Consulate General at which assigned

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:

• Reviewed incoming correspondence, determined proper action, and personally responded to many requests
• Extensive knowledge and use of SENTINEL to include indexing documents, opening, assigning, closing, modifying, and consolidating cases
• Arranged high level and dignitary functions, briefings, meetings and other similar events
• Ensured FBI office operates efficiently and is compliant with all regulations and policies
• Established and maintained liaison, and working relationships to share and obtain information
• Planned and conducted research utilizing various resources, analyzed data, and reported the results of complex projects or reviews

Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
