Essential Functions
• Under administrative direction, serves as a lead developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Public Health (IDPH) performing complex professional and advisory functions in Application Services.
• Performs complex analysis and consults with the project team on data analysis for input into the Illinois Disease Surveillance System, Laboratory systems, and other assigned systems and applications.
• Provides agency management with high level technical assistance in the development, analysis, interpretation, evaluation, modification and installation of comprehensive documents and application systems.
• Mentors and assists with the development of lower-level professional staff with all aspects of the supported applications and systems.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
• Requires three (3) years of professional experience in application services or a related Information Technology field.
Specialized Skills
• Requires three (3) years of professional experience designing, developing, and enhancing applications using SQL Server and .Net technologies, including complex query development, performance optimization, and integration across multi-tiered systems, with familiarity using enterprise web application environments and DevOps tools including Azure DevOps.
• Requires three (3) years of professional experience conducting complex data analysis to support application development, including data modeling, transformation, validation, and preparation of analytical inputs for systems including disease surveillance and laboratory information systems.
Preferred Qualifications
• Three (3) years of professional experience designing, developing, and enhancing applications using SQL Server and .Net technologies, including complex query development, performance optimization, and integration across multi-tiered systems, with familiarity using enterprise web application environments and DevOps tools including Azure DevOps.
• Three (3) years of professional experience conducting complex data analysis to support application development, including data modeling, transformation, validation, and preparation of analytical inputs for systems including disease surveillance and laboratory information systems.
• Three (3) years of professional experience working with an enterprise interface engine, including Rhapsody, or comparable laboratory information system software, including supporting data exchange, configuring interfaces, troubleshooting message flow, and performing message transformation in healthcare environments.
• Three (3) years of professional experience working with major healthcare interoperability standards, including HL7, HL7 FHIR, and X12, with demonstrated ability to apply these standards to system design, interface development, and data integration across public health and laboratory information systems.
• Extensive knowledge of the methods, procedures, and analytical techniques required to conduct feasibility studies for system conversions and enhancements, including evaluation legacy systems, identifying modernization opportunities, and recommending technically sound solutions.
• Ability to mentor, guide, and provide work leadership to lower-level application developers, including guidance, training, and direction in the development, maintenance, and support of applications and systems.
• Ability to establish and maintain effective working relationships with team members, management, end users, and cross-functional technical staff in a collaborative and fast-paced environment, including participating in application deployment processes and supporting performance monitoring activities.
• Developed verbal and written communication skills, with the ability to convey complex technical information clearly, accurately, and effectively to technical and non technical audiences, including documentation of workflows, data structures, and system design elements, and a demonstrated commitment to staying current with emerging technologies and industry practices.
