Job Summary:

The Texas Real Estate Commission seeks an experienced Systems Analyst capable of supporting our licensing system, business process and product support.  This position performs advanced computer systems analysis work with direct interactions with various agency divisions. Work involves coordinating the planning and analysis of user requirements, development of technical solutions and automate processing which improves agency effectiveness. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Job Duties:

         Coordinates with process owners to identify system requirements, develop functional design specifications and solve complex operational problems.

         Oversees the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.

         Assists in defining testing plans and coordinating testing activities for IT systems.

         Develops and implements timely solutions to support agency and IT initiatives.

         Coordinates and/or participates in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing.

         Evaluate and compare technical solutions to propose technical recommendations and direction.

         Coordinates projects that cross functional agency systems and external entities to include, planning, and scheduling during project development and implementation stages.

         Ability to understand and write SQL in Microsoft SQL or Oracle Databases.

Minimum Qualifications:

      Graduation from an accredited four-year college or university with coursework in computer science, computer information systems, management information systems, or a related field is generally preferred. 

Education and experience my substitute for one another on a year for year basis.

Preferred Qualifications:

        Experience managing professional licensing applications from vendors such as  Accela.

        Proficiency in JavaScript

        Certifications in programming, business analysis or similar.

        Ability to use systems logs to trace and resolve errors in scripting environment.

        Ability to parse and interact with JSON payloads

Knowledge, Skills, and Abilities:

         Excellent teamwork, decision making and initiative skills

         Strong analytical and project skills.

         Excellent problem-solving in relationship management skills with a proactive and open approach to conflict resolution.

         Ability to use appropriate interpersonal styles and communication methods to influence and build effective and strategic relationships among diverse groups of people at all levels within the organization.

         Ability to facilitate, adapt and deliver effective organizational change.

         Ability to be self-directive, understanding how to prioritize among conflicting tasks.

Environmental & Physical Conditions:

Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
