The State of New Hampshire, Judicial Branch, Circuit Court Administrative Office, has a Full-Time vacancy for Court Services Data Specialist. This position is assigned to a 9 step pay scale. Hiring typically occurs within steps 1-5, depending on education and experience.
Summary: This is data reporting/analysis work in the New Hampshire Court System. Work involves measurement and analysis of case flow and procedures. Work is conducted under the direction of the Business Systems Analyst, though also requires the exercise of considerable judgment. This position requires sensitivity to confidentiality.
Minimum Qualifications
Education and Experience:
High school diploma and two years' experience in a court system setting.
Preferred: Graduation from a four-year college or university with course work in public administration, quantitative analysis, technical writing, or a related field. Five years' experience in a court system setting. Experience involving the collection and analysis of statistical data and preparation of reports, or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:
Knowledge, Skills, and Abilities:
  • Knowledge of case processing, court rules and principles of fairness. Attention to detail with data entry.
  • Knowledge of the theories, principles and practices of court management.
  • Knowledge of procedures and case flow analysis, work simplification and forms and records control.
  • Proficiency using Microsoft Excel, or demonstrated ability to learn unfamiliar technical programs.
  • Ability to prioritize competing demands appropriately
  • Ability to prepare charts, layouts, forms, handbooks, memoranda and other media of information and instruction.
  • Ability to prepare reports and to present facts clearly and concisely, orally and in writing.
  • Ability to analyze and interpret data, policy, and procedures to arrive at logical conclusions or recommendations.
  • Ability to plan and outline procedures used in compilation of data.
  • Ability to establish and maintain harmonious working relationships with court administrators, court employees, and the general public.

Work Environment:
Office setting within a courthouse environment and/or central administrative office
Periodic interaction with court colleagues and justice system partners
Significant periods of working independently/alone
May require occasional travel between court locations
Other Requirements:
Successful completion of a background check, including a criminal records check.
Responsibilities:
  • Operates under the direction of the Business Systems Analyst.
  • Creates and assists in the implementation of data collection measures within numerous case types. Child protection case types will constitute at least some of the workload.
  • Develops work measurement devices; performs statistical sampling, workflow, case flow and measurement; prepares reports of results; makes recommendations for corrective/enhancement measures.
  • Works in conjunction with court level administrators and court service representatives to prepare and revise manuals, bulletins, handbooks, memoranda and other instructional materials.
  • Interfaces with the Department of Information Technology regarding reports within the NHJB's case management system, the NHJB reports portal, and eCourt systems.
  • Assists with running, monitoring, and analyzing routine court management reports.
  • Provides support and participates in the training modules established for the court system and assists in development of additional training modules.
  • Administers studies involving the organization, analysis and evaluation of data and preparation of reports presenting recommended plans, programs, and policies.
  • Compiles data and develops supporting material for use by appointing authority for overall planning of court operations.
  • Develops charts, graphs and other visual material for public presentations. Trains court staff and others on procedures required for accurate data collection.
  • Examples of work at court locations may vary depending upon type of assignment.
