About the Ohio Department of Youth Services (DYS)

The Ohio Department of Youth Services is the juvenile justice agency for the state of Ohio. DYS statutorily mandates the confinement, care, and treatment of juvenile offenders committed by Ohio’s county courts. Our mission is to improve Ohio’s future by habilitating youth and empowering families and communities.

The DYS Bureau of Information Technology plays a vital role in this mission by maintaining, securing, and modernizing critical agency systems (such as the Juvenile Justice Case Management System - JJCMS). As a  contracted .NET Full Stack Developer, the software you build and maintain directly supports the frontline staff, case managers, and educators working to rehabilitate Ohio's youth.

Position Summary

We are seeking an experienced .NET Full Stack Developer to join our application development team. In this role, you will be responsible for the full software development lifecycle—from requirements gathering and architecture to coding, testing, and deployment. You will play a key role in upgrading legacy applications and maintaining secure, scalable web applications that interface across multiple state agencies.

Essential Job Duties & Responsibilities
  • Full-Stack Development: Design, develop, test, and deploy robust web applications using the .NET framework (.NET Core, ASP.NET MVC, C#) and modern frontend technologies.
  • Database & Integration: Architect and optimize SQL Server databases, write complex stored procedures, and build secure Web APIs / RESTful services for secure cross-agency data sharing.
  • Modernization & Maintenance: Maintain and enhance existing legacy systems, troubleshoot application errors, and refactor code to comply with modern state IT security standards.
  • Collaboration & DevOps: Work alongside Business Analysts, Project Managers, and System Administrators in an Agile environment. Maintain source code control using Git/Azure DevOps and assist with CI/CD deployment pipelines.
  • Documentation & Compliance: Author technical documentation, system architectures, and user manuals. Ensure all applications meet accessibility (ADA/Section 508) and state data security protocols.
Minimum Qualifications
  • Completion of undergraduate core program in computer science or information systems; AND 24 months of experience in software development/implementation.
  • Or 48 months of experience in software development/implementation..
Preferred Technical Skills & Experience
  • Backend: Strong proficiency in C#, .NET Core / .NET 8+, ASP.NET Web API, and Entity Framework.
  • Frontend: Experience with HTML5, CSS3, JavaScript/TypeScript, and modern frameworks (e.g., Angular, React, or Blazor).
  • Database: Strong SQL Server skills 
  • Tools: Experience with Azure DevOps, Git, and CI/CD workflows.
  • Security: Understanding of secure coding practices (OWASP Top 10) and identity management (OAuth, OpenID Connect).
