Job description

Position: Fuels Manager

Location: McMurdo Station, South Pole or Palmer Station

Type: Full-Time, Contract,

Note: US Citizenship is required for facility credentials/authorization at this work location

The Fuels Manager is tasked with ensuring fuel activities and products are compliant with industry standards and Leidos/NSF direction, ensuring fuels data integrity is upheld, establishing and monitor quality control points, developing near and long-term fuels infrastructure maintenance actions in conjunction with Leidos Operations Management, managing bulk fuel and materials procurements in support of Leidos direction and the National Science Foundation, with locations at McMurdo Station, South Pole Station, Palmer Station, all Field areas and camps.

Primary Responsibilities:
Drive testing and maintenance activities and priorities for fuels in all four Areas in conjunction with Leidos Operations Management and Leidos area stakeholders (McMurdo, South Pole, Palmer, Field)
Ensure compliance with relevant military and commercial fuel standards as applied within the Antarctic Program
Establish and monitor quality control inspections and audits of Fuels operations to ensure compliance with standards.
Oversee quality control for Fuels data collection, reporting, visualization and analysis.
Monitor and report on implementation of corrective actions to address any deficiencies in practices or operations
Foster a culture of safety, collaboration, and continuous improvement within the Fuels teams
Analyze data to provide preventative and corrective guidance to fuels technicians and operators
Coordinate with stakeholders on recurring bulk fuel procurements and deliveries
Coordinate with Leidos Operations Management, Facilities and other support departments, as needed, on outstanding/unresolved facility issues affecting Fuels infrastructure
Develop near term and long-range plans for tank and infrastructure maintenance and upgrades
Ensure adherence to Maximo inventory system requirements and liaison with Maximo Lead and users to enhance capability
Manage collection and distribution of monthly and annual inventory reporting
Manage Statement of Work development, planning and implementation of subcontractor site visits for bulk tank cleaning and other on-site technical visits
Develop and maintain a thorough understanding of customer roles, requirements, constraints, priorities and timelines.
Provide standardized, remote oversight of Fuels activities and methods at all three stations and in the field.
Forecast downrange requirements or constraints.
Act as Technical Manager for McMurdo, South Pole and Palmer Station fuels budgets and coordinate with Leidos Operation Management on procurements.
Leverage SME input, emerging industry techniques, process and technology
Provide efficient response to , Leidos, ASC (Antarctic Support Contract) and NSF National Science Foundation) customer data calls.
Provide unified Fuels Management representation to the USAP (United States Antarctic Program) community and the NSF client.
Liaise frequently with Leidos Operations Management, other functional and area managers to review status and priorities.
Support development and review of standard operating procedures to ensure currency at each USAP location.
Provide technical and administrative continuity for ASC Fuels equipment at Antarctic stations by ensuring historical and current files are maintained and monitoring progress on a year-to-year basis.
Deploy as needed to McMurdo Station, South Pole, Palmer Station and Field locations
Performs other duties as required.

Required Qualifications:
Degree in Energy Management, Chemical Engineering, and/or Business Administration or related area is preferred. Additional years of experience in a supervisory or management role, and/or relevant certifications considered in lieu of degree.
10 years of diversified experience in Fuels Management
Career record must include the demonstrated ability to work with and independently manage a multi- skilled work force and strong financial background, including at least four years of supervisory and management experience.
Strong knowledge of fuels management best practices, tools and techniques.
Proven leadership and team management skills.
Excellent problem-solving and decision-making abilities.
Must be a highly motivated self-starting team player with effective written, verbal communication and interpersonal skills.
Strong work ethic and willing to work cross functionally to complete assigned tasks.
Travel is required in this position; valid driver license is required.
Must be able to obtain a Public Trust clearance

Preferred Qualifications:
Lean Six Sigma (LSS) Certification and Project Management Professional (PMP) Certification strongly desired.
Proven experience with MIL-STD documents relating to bulk and packaged fuels
Experience with Antarctic fuel infrastructure and processes

PHYSICAL REQUIREMENTS: Deployment is preferred but not required in this position. Deployment will require successful completion of physical, dental and psychological examinations, as required by the NSF for deploying to Antarctica.
