Overview

Job Title: Water and Fuels Systems PlannerLocation: Las Vegas, NevadaRivet Operations Company is looking for a Plumbing Planner to conduct on-site surveys and plan water and fuel systems work tasks for the 99th Civil Engineer Squadron at Nellis AFB. This role identifies and defines the scope, materials, and man-hours for all in-house and contract work tasks, and estimates the full resource requirements (man-hours, equipment, materials, and funds) needed to execute them. This role develops detailed plans, specifications, and drawings; including measurements, material quantities, and complete work plans for shop labor and materials, and researches historical infrastructure drawings and state-of-the-art literature for maintenance, repair, and new installations.This role maintains work requirement status in computerized maintenance management systems, monitors all aspects of assigned work tasks, analyzes data, and briefs project status. This role determines the validity, feasibility, achievability, and efficiency of proposed work tasks based on scheduling, cost, and manpower, and applies working knowledge of the National Electric Code (NEC), Unified Facility Code (UFC), Uniform Mechanical Code (UMC), and Uniform Plumbing Code (UPC) to ensure all planned work meets required codes.Working directly with Civil Engineer Flight elements, this role receives and examines work requests for repair, modification, conversion, or new construction; determines the legality of requested work; and collaborates with shop foremen, supervisors, and craftsmen to evaluate approaches, including recommendations for new equipment, systems, or design methods. This role prepares detailed instruction sheets, step-by-step schedules, and standard time estimates for each work center, including critical path method network plans for large or multi-craft tasks, selects and requisitions materials, coordinates feasibility with shops, and tracks work tasks through completion.

Key Responsibilities
  • Manages administrative actions for ongoing projects; tracking status, processing permits and Form 9s, coordinating with base activities and GIS, and supporting QA/QC of Prime Vendor work.
  • Serves as a subject matter expert performing construction management and contract monitoring; preparing statements of work (SOWs) and statements of operation (SOOs), monitoring contractor compliance, evaluating bids, reviewing change orders and as-built drawings, and coordinating with other engineering disciplines across plumbing, water/sewer, fuel, fire suppression, and natural gas systems.
  • Serves as the customer interface; defining scope of work, preparing correspondence and briefings, maintaining records, and keeping customers and management informed of project status.
  • Performs project buy-off, verifying completeness and compliance with design requirements and Air Force standards and recommending corrective actions for discrepancies.
  • Ensures all work complies with federal, state, and local health, safety, and environmental codes and enhances workplace safety.
  • This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.
RequirementsRequired Qualifications
  • Knowledge, comprehension and application of the National Electric Code (NEC) and Unified Facility Code (UFC), Uniform Mechanical Code (UMC) and Uniform Plumbing Code (UPC)
  • Working knowledge of plumbing, water and sewer distribution, aircraft and vehicle fuel systems, fire suppression, and natural gas systems.
  • Ability to conduct on-site surveys and define scope, materials, and man-hours for water and fuel systems work tasks.
  • Proficiency with computerized maintenance management systems (CMMS) and project tracking tools.
Preferred Qualifications
  • Bachelors degree in Mechanical/Civil Engineering or Construction Management from an accredited institution; OR an equivalent combination of technical training, trade certification, and directly related experience.
  • Knowledge of Department of Defense (DoD) or U.S. Air Force environments.
  • Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
  • Proficiency with Microsoft Office Suite.
