Department: Building & Zoning

Supervisor: Community Development Director

Salary/Wage Range: $36.49 - $47.12/hour dependent on qualifications

Application Deadline: Monday, September 21st


Approx. 20 hours/week with flexible schedule


Under the direction of the Community Development Director, this position is responsible for interpretation and enforcement of Minnesota State Building Code and various City building and rental regulations, permit processing, building inspections, and the issuance of certificates of occupancy for code compliant buildings & structures in the City of Le Sueur, Minnesota. Provides for minimum requirements to safeguard the public health, safety, & general welfare throughout code-compliant buildings & structures.


To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill and abilities required. Essential Functions of the Job:

  • Reviews building permit applications and ensures that they are accurate, complete and in compliance with state and local codes and requirements.
  • Reviews building plans and specifications for compliance with city and state codes and regulations; approves plans for construction or identifies areas not complying with regulatory requirements.
  • Performs inspections on all classifications of buildings and structures during construction, and upon completion, for conformity with approved plans and adopted building codes.
  • Issues verbal and/or written orders for correction of faulty, improper, or illegal construction. 
  • Issues certificates of occupancy for buildings inspected and constructed in compliance with city and state codes.
  • Receives and answers inquiries concerning permits, building standards, and code requirements.
  • Administers and enforces the City's Rental Housing ordinance including inspections.
  • Participates in professional/public meetings and training, as required. 
  • Effectively and respectfully communicates and interacts with other employees, supervisors, individuals from other organizations, and citizen customers.
  • Performs physical demands and work environment requirements for this position. 
  • Performs other related functions as assigned or apparent.

Equipment Used:

This position uses a variety of equipment typical to a traditional office setting. Such equipment may include, but is not limited to, personal computers, printers, telephones, fax machines, copy machines, and dictating machines.

Requirements

Required Knowledge & Abilities:

  • Knowledge of complex state and municipal laws, codes, rules and regulations including building codes and ordinances.
  • Knowledge of word processing and spreadsheet software. Preference for experience with Logis Permits & Inspections Software (PIMS).
  • Ability to set priorities, work independently, and organize and manage numerous tasks.
  • Ability to communicate effectively, both orally and in writing, with elected officials, developers, contractors, building inspectors, residents, city staff, and the general public.
  • Comprehensive ability to read, comprehend, and enforce codes and ordinances and to suggest alternatives to encourage compliance.
  • Ability to detect hazards and violations and detail what Minnesota State Building Code requires during field inspection work.
  • Ability to enforce regulations with firmness, tact, and impartiality in field inspection work.
  • Ability to read and accurately interpret plans and specifications of any complexity, and to compare them with construction in progress. 
  • Ability to maintain confidential information.

Minimum Qualifications:

Possession of a State of Minnesota Building Official Limited Certification or the ability to obtain within 6 months.

Preferred Qualifications:

  • A total of five (5) years of building construction or building inspections experience, of which two years must be building inspections experience, administering the State Building codes. Preference is given to International Code Council (ICC) Building Inspector certification, ICC Mechanical Inspector certification, ICC Plumbing Inspector certification, and ICC Plans Examiner certification.
  • Building Official Certification

Conditions of Employment:

  • Must possess a valid Minnesota Driver's License or the ability to obtain within thirty (30) days of employment.
  • Must satisfactorily pass a criminal background examination.
  • Must comply with organizational and departmental policies.

Work Schedule:

The typical work hours for this position are 20 hours/week Monday-Friday, with hours based upon inspection schedules and other meetings as required.

This position requires the employee to work alone, with others, around others and have contact with the public. This position will work inside and outdoors. Activities that will occur continuously, more than 4 hours, are: seeing with near vision. Activities that will occur frequently, 3 to 4 hours, are problem-solving, verbal communication, written communication, Interpersonal skills, sitting, handling, and seeing with far vision. Activities that occur occasionally, 1 to 3 hours, are analytical ability, organizational skills, and concentration, working with interruptions, time management, standing; walking; using fine manipulation; talking; hearing; and seeing with depth perception, accommodation, color vision, and field of vision. Activities that infrequently occur, up to 60 minutes, are creativity, bending; stooping; kneeling; reaching, above, and below shoulder level with the right, left, and both shoulders; using the sense of touch, and lifting and carrying up to 24 pounds. This position will require the ability to drive an automobile.
