Description of Work
Within the collaborative framework of the UNL-CCFL Community Services Team, which includes the Senior Project Director, HMIS Manager, and fellow HMIS System Administrators, the Balance of State HMIS Administrator contributions play an integral role in enhancing the overall functionality and effectiveness of the Homeless Management Information System (HMIS).
Working under the guidance of the HMIS Senior Manager, the Balance of State HMIS Administrator supports the administration of HMIS operations and is responsible for maintaining and troubleshooting system functionality.
The position collaborates with Balance of State Continuum of Care (CoC) agencies to address data quality concerns, support accurate and timely data entry, and ensure system alignment with funder and compliance requirements. These requirements include standards set by the U.S. Department of Housing and Urban Development (HUD), the Nebraska Homeless Assistance Program (NHAP), the State of Nebraska, the City of Lincoln Department of Urban Development, and other funding partners.
The Balance of State HMIS Administrator fulfills several unique responsibilities specific to serving the Nebraska Balance of State Continuum of Care, including:
  • Ensures HMIS data quality and compliance in accordance with requirements established by homeless and near-homeless funding agencies, including U.S. Department of Housing and Urban Development (HUD), Nebraska Homeless Assistance Program (NHAP), State of Nebraska, and the City of Lincoln Department of Urban Development.
  • Serving as the system administrator for agencies funded through the Nebraska Homeless Assistance Program (NHAP).
  • Acting as the primary HMIS liaison with the Balance of State Continuum of Care for the annual Point-in-Time (PIT) Count.
  • Serving as the HMIS and Community Services liaison to each of the five NHAP regional homeless coalitions, supporting communication, coordination, and consistent HMIS utilization across regions.

The Balance of State HMIS Administrator plays a key role in HMIS administrative functions that support the Homeless Coordinated Entry (CE) system, working under the direct guidance of the HMIS Senior Manager for the Nebraska Balance of State. Primary responsibilities include:
  • Supporting and conducting weekly data quality reviews that align with Coordinated Entry Team practices.
  • Ensuring that all referrals sent to community queues comply with HUD data standards.
  • Contributing to the accurate reporting and completion of the annual Coordinated Entry Annual Performance Report (APR).

Minimum Required Qualifications
  • Bachelor's degree and two years of experience administering Homeless Management Information System (HMIS) software at the Agency Administrator level or higher, with demonstrated experience in the homeless services system.
  • Demonstrated knowledge of community planning, database management, and social work principles.
  • Proven experience working in a collaborative, team-based environment.
  • Strong communication skills, with the ability to effectively contribute to task-oriented projects.
  • Proficiency in Microsoft Office applications (e.g., Excel, Word, Outlook, PowerPoint).

Preferred Qualifications
  • Two years of experience administering Homeless Management Information System (HMIS) software at the System Administrator level or higher, with demonstrated experience in the homeless services system.
  • Experience with Continuum of Care (CoC) reporting requirements, Coordinated Entry processes, Point-in-Time (PIT) and Housing Inventory Count (HIC) activities, and data quality monitoring and compliance.
  • Experience supporting or administering data systems within the homeless services or human services field.
  • Experience working with Continuum of Care (CoC) programs or community-based service providers.
  • Familiarity with data quality standards, compliance requirements, or reporting processes in a social services environment.

The ideal candidate is a detail-oriented, collaborative, and self-motivated HMIS professional who can take initiative and work independently while supporting the administration of data systems. They uphold high standards of data quality, compliance, and confidentiality, and effectively partner with Continuum of Care agencies, funders, and vendors to troubleshoot system issues, support users, and ensure successful Coordinated Entry processes, Point-in-Time Count activities, and accurate reporting. The ability to manage multiple priorities while working independently is essential.
