Job Title: HMIS Data Specialist
FLSA: Non-exempt
Job Status: Full-Time Temporary (through 9/30/27)
Location: St. Paul, MN
Schedule: In Person, Monday-Friday, 8-5pm
Reports To: Data Specialist
Wage Range: $22-24 per hour

Union Gospel Mission Twin Cities (UGMTC) provides emergency shelter, food, basic needs and wraparound programs for people facing homelessness, hunger and addiction in the community. Located in Saint Paul, UGMTC opened its doors in 1902 and has been feeding, sheltering and offering the hope of Jesus Christ to people in need ever since.

POSITION SUMMARY:
Under general supervision, the HMIS Data Specialist is responsible for supporting UGMTC’s participation in Minnesota’s Homeless Management Information System (HMIS) in compliance with Ramsey County, HUD, and Institute for Community Alliances (ICA) requirements.
This position ensures accurate, timely, and confidential entry of client-level data, supports staff training and compliance, conducts ongoing data quality, and produces required HMIS reports for contract monitoring and invoicing.
The HMIS Data Specialist serves as a primary point of coordination between program staff, HMIS administrators, and funders to ensure data integrity, compliance with Emergency Solutions Grant (ESG) standards, and readiness for monitoring, desk reviews, audits, and site visits with Ramsey County staff. This position is grant-funded, and employment is contingent on the continued receipt of grant funds.
DUTIES AND RESPONSIBILITIES:
HMIS Administration amp; Compliance
  • Maintain UGMTC’s active participation in Minnesota’s Homeless Management Information System (HMIS) in accordance with HUD, ESG, ICA, and Ramsey County requirements.
  • Serve as the primary HMIS point of contact for assigned programs, coordinating with the HMIS Administrator (Institute for Community Alliances).
  • Monitor HMIS licenses and adhere to HMIS policies, data privacy standards, and data entry timelines.
  • Complete mandatory HMIS training within required timeframes and maintain training documentation.
Data Entry, Quality amp; Integrity
  • Enter client data for emergency shelter and related HMIS-covered services.
  • Conduct regular reviews of client level data to ensure completeness and congruity.
  • Conduct routine data quality checks to identify missing, incomplete, or inconsistent data.
  • Collaborate with program staff to resolve data errors and improve documentation practices.
  • Ensure data collection follows HMIS General Standards and ESG HMIS Data Standards.
  • Maintain clear documentation of HMIS workflows, definitions, and procedures.
Reporting amp; Monitoring
  • Generate required HMIS reports, including Emergency Services Program Reports, for contract compliance, monitoring, and invoicing.
  • Support monthly, quarterly, and ad hoc reporting needs tied to grant performance, outcomes, and monitoring activities.
  • Assist with desk reviews, on-site monitoring visits, and audit readiness by organizing data and documentation.
  • Collaborate with finance and program leadership to ensure data accuracy aligns with invoices and progress reports submitted to the County.
Other Duties
  • Participate in staff meetings, trainings, and collaborative projects as assigned.

MINIMUM JOB REQUIREMENTS
  • Associate’s or Bachelor’s degree in data management, social sciences, information systems, or a related field, or equivalent relevant work experience.
  • Experience working with HMIS or similar human services data systems.
  • Experience supporting data entry, reporting, or compliance in a nonprofit, government, or social services setting.
  • Ability to work with confidential and sensitive client information.
  • Experience or desire to work with underserved communities and people experiencing homelessness, poverty, or addiction.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Demonstrated ability to multi-task, have attention to detail and complete all assignments in a timely manner.
  • Advanced computer literacy and expertise with software use in a typical office environment.
  • Experience working effectively with confidential information.
  • Working knowledge of HMIS standards, ESG requirements, or willingness to learn quickly.
  • Strong attention to detail with the ability to maintain high data quality.
  • Ability to run reports, interpret data, and identify discrepancies.
  • Strong organizational and time management skills in a part-time environment.
  • Proficient in the use of Microsoft Office software and other business-related software applications.
  • Work independently in the absence of supervision.
  • Ability to clearly communicate and document technical information in non-technical terms both verbally and in writing.
  • Experience gathering, processing, and analyzing data, formatting and preparing reports.
  • Effective interpersonal and communication skills to work one-on-one and in group settings with a wide range of constituencies in a culturally diverse community.
WORKING CONDITIONS AND PHYSICAL EFFORT:
  • Work is normally performed in a typical interior/office within a shelter environment.
  • Work involves physical effort encountered in normal, everyday office activities.
  • Must be able to lift 15-20 lbs.
  • Limited exposure to physical risk.
  • Work requires pushing, pulling, reaching, crouching, stooping, walking, twisting, carrying, and other physical activities
