BASIC PURPOSE Reporting directly to the Investigations Division Lieutenant this non-commissioned position supports law enforcement and public safety operations by collecting, analyzing, and interpreting crime and incident data to identify patterns, trends and emerging issues. Makes presentations on trends, prevention and/or enforcement emphasis. This role helps guide operational planning, resource allocation, investigative strategy and problem-solving efforts through timely, accurate and actionable intelligence.

ESSENTIAL DUTIES AND RESPONSIBILITIES These duties include but are not limited to the following: Supports the Operations and Investigations Divisions, informing them of crime trend data to assist with planning the deployment of resources for preventing and suppressing criminal activities. Analyzes and focuses on crime trends involving criminal offenses and offenders, and provides strategic analysis focusing on ongoing problems with certain crimes, locations, and individuals to increase apprehension and decrease crime. Compiles complex data and tracks and reports criminal analysis utilizing multiple means.
Extract crime analysis data from a variety of sources available to the department, including the records management system, government databases, commercial databases, daily jail booking, roster reports and open-source searches. Develop and produce crime maps using geographic information systems (GIS) applications and conduct spatial analysis of crime data. Collects, assembles, analyzes, and evaluates facts to draw logical conclusions and make proper recommendations.
Prepares clear, concise, and comprehensive written reports that require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication. Develops crime summaries, profiles, statistical reports, spreadsheets, charts and other related materials to track and present findings. Provides the analysis of collision data for traffic enforcement emphasis, and the analytical support for community policing and crime prevention programs.
Provides excellent internal and external customer service (i.e. with other jurisdictions and or the community), responding to changing customer needs and helping customers implement complete solutions. Initiate target profile analysis, generate investigative leads and create informational reports and visualizations
Maintain confidentiality of sensitive law enforcement information and other confidential department information. Provide accurate, timely, and relevant analysis of crime patterns and trends to patrol and detectives that aid in the efficient deployment of department resources. Attend department meetings, shift briefings and local/regional crime analyst and detective meetings to provide and receive information on current crime series and trends.
Share information with department personnel for increased awareness, response planning or investigative support. Maintains current knowledge of crime analysis practices, tools, and technologies through ongoing training and professional development. Other Duties Assigned Performs other duties as assigned.
QUALIFICATIONS REQUIRED QUALIFICATIONS: Bachelor of Arts Degree in Criminal Justice, Public or Business Administration, Math, Finance, Information Technology or related field AND one (1) year experience working as a crime analyst or increasing responsible work experience. OR Associate's Degree in Criminal Justice, Public or Business Administration, Math, Finance, Information Technology or related field AND two (2) years of experience working as a crime analyst or increasing responsible work experience working in criminal justice, crime prevention or related field. OR High School Diploma AND four (4) years experience working as a crime analyst, or increasing responsible work experience working in criminal justice, crime prevention or related field.
*May have a combination of experience, education, and training that would substitute for the above requirements. PREFERRED QUALIFICATIONS: Completion of training and certification from a crime analyst program. Geographic Information Systems, 28CFR Rules and Regulations, and Gang/WaGang Gatekeeper training.
Familiarity with social media accounts in a business/governmental setting. Possession of certificates in introduction to crime analysis, advanced concepts in crime analysis, and/or criminal intelligence. SPECIAL REQUIREMENTS OR LICENSE(S) Must pass a thorough background investigation which includes polygraph, and psychological examinations.
Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without an accommodation. Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques. Must have the ability to get certifications for access to State and Federal records systems.
Must possess a valid Washington State driver's license at time of hire OR must obtain within thirty (30) days from date of hire, and must have a driving record acceptable to the City and the City's insurance carrier.
