Job description

Job Overview:

Requirement/Must Have:

  • High School Diploma or equivalent and a minimum of 6 years of prior relevant experience in transportation, logistics, or supply chain operations; OR 2 years post-Secondary/Associates Degree with a minimum of 2 years of prior related experience.
  • Experience working in a transportation or logistics field with demonstrated knowledge of shipping operations.
  • Strong experience with freight billing, invoice processing, and cost analysis.
  • Working knowledge of government and international shipping regulations.
  • Ability to stand for extended periods of time, up to 9 hours.
  • Ability to handle items up to 45 pounds utilizing proper lifting techniques and material handling aids.
  • Knowledge of safe material handling practices and ability to maintain compliance with Environment, Health, and Safety policies.
  • Ability to obtain a DoD Secret security clearance.

Responsibilities:

  • Review and ensure all freight invoices received have proper allocation codes and cost center assignments for accurate program charging.
  • Process freight invoices for payment on a weekly basis, ensuring accuracy, completeness, and timely submission.
  • Maintain professional email communication with carriers, freight forwarders, and internal stakeholders regarding billing discrepancies, missing information, and invoice status.
  • Research and resolve missing invoice information by tracking shipment details, verifying rates against quotes, and obtaining necessary documentation from carriers.
  • Utilize BI Inform or similar business intelligence tools to pull comprehensive reports showing freight charges for specific programs and cost centers.
  • Work collaboratively with Accounting department to rectify suspended charges and resolve charge number issues that prevent invoice processing.
  • Coordinate with Program Finance to reopen closed charge numbers or obtain new allocation codes as needed to ensure proper cost allocation.
  • Verify invoice accuracy by cross-referencing freight bills with shipment records, bills of lading, and rate agreements.
  • Identify and investigate billing discrepancies, overcharges, or duplicate invoices.
  • Maintain organized records of all freight invoices, supporting documentation, and correspondence for audit purposes.
  • Support month-end close activities by ensuring all freight invoices are processed and properly allocated.
  • Respond to program inquiries regarding freight costs and provide detailed breakdowns of charges.
  • Utilize transportation and logistics skills to ensure proper transportation modes are selected for domestic and international shipments.
  • Process government shipments using Wide Area Work Flow (WAWF), Electronic Access System for Exports (EASE), Export Tracking Application (ETA including FAST and SIR), and Government Bill of Lading (GBL) systems.
  • Create, validate, and process various government transportation documents including DD250, DD1348, and other required forms.
  • Process export documents and file Electronic Export Information (EEI) in compliance with U.S. Census Bureau requirements.
  • Coordinate and consolidate domestic and international shipping systems to support complex shipment requirements.
  • Interpret laws, rules, regulations, and contracts regarding shipping; prepare applications for import/export control certifications and licenses.
  • Work closely with management, programs, customers, Defense Contract Management Agency (DCMA), carriers, and freight forwarders to ensure contractual deliveries are completed on time.
  • Prepare and maintain comprehensive records of shipped products and track shipments through delivery.
  • Generate reports and charts on transportation movement including logistics savings, cost type summary, cost per pound, and carrier scorecards.
  • Establish and modify operational methods and procedures to improve efficiency.
  • Communicate with parties inside and outside the department to explain and interpret policies, practices, and procedures.
  • Ensure Environment, Health, and Safety (EHS) compliance in accordance with company policy.
  • Complete work or projects of larger scope, including group cost and time savings initiatives.
  • May act as a mentor to lower-level peers and provide guidance on tasks.
  • Work autonomously, using experience and knowledge to resolve complex issues.
  • As needed, support receiving operations including verifying incoming shipments, inspecting materials, and processing receiving transactions in MRP/ERP systems.
  • As needed, support stockroom management including maintaining inventory records, performing cycle counts, and ensuring proper storage of materials.
  • As needed, support packaging and shipping operations including packaging materials per MIL-STD 2073, handling hazardous materials, and preparing classified material for shipment.
  • Ability to stand for extended periods of time, up to 9 hours, and handle items up to 45 pounds utilizing proper lifting techniques and material handling aids.
  • May operate a forklift upon receipt of internal certification.
  • Travel required: Less than 5% for training or carrier/vendor meetings.

Nice to Have:

  • Direct experience processing government shipments in WAWF, EASE, ETA (FAST and SIR), and GBL systems.
  • Direct experience processing export documents and filing EEIs through Automated Export System (AES).
  • Experience with BI Inform or similar business intelligence and reporting tools for freight cost analysis.
  • Knowledge of freight rate negotiation and carrier contract management.
  • Familiarity with accounts payable processes and financial systems.
  • Experience with freight audit and payment systems.
  • Experience with MRP systems and Agile Product Data Management (PDM) software tools.
  • Current or previous Dangerous Goods by Air certification (IATA or equivalent).
  • Proficiency with Microsoft Office applications, specifically Excel (advanced formulas, pivot tables), Outlook, PowerPoint, and Word.
  • Strong organizational, operational, and leadership skills with ability to manage multiple priorities.
  • Excellent customer service, problem-solving, and time management abilities.
  • High degree of accuracy, integrity, accountability, and attention to detail.
