Job description

Job Title: Roman Catholic Priest

Job Type: Part-Time — Minimum 20 hours and maximum 30 hours per week

Place of Performance:
Services will primarily be performed at:

  • NAS Oceana Chapel, Virginia Beach, Virginia
  • Dam Neck Annex Chapel, Virginia Beach, Virginia
  • Other Naval installations located within a 25-mile radius of NAS Oceana Chapel, when directed

Limited emergency sacramental support may also be required at nearby Naval facilities.
Period of Performance:
One 12-month base period with additional option periods, subject to Government award and exercise of options.

Summary

The Roman Catholic Priest will provide comprehensive Catholic religious ministry in support of the Command Religious Program at Naval Air Station Oceana and Dam Neck Annex. The Priest will conduct Masses, administer sacraments, provide reconciliation, spiritual counseling, religious education, emergency ministry, and pastoral support to authorized military personnel and their families.

The Priest will coordinate closely with the NAS Oceana Command Chaplain and operate within the Navy’s pluralistic religious environment. Services must be performed in accordance with Roman Catholic doctrine, Archdiocese for the Military Services, USA requirements, Navy regulations, installation policies, and the established Command Religious Program.

Requirements
  • Must be an ordained Roman Catholic Priest in good standing with the Catholic Church.
  • Must be acceptable to the Archdiocese for the Military Services, USA.
  • Must possess or obtain AMS ecclesiastical faculties.
  • Must have an approved DD Form 2088, Statement of Ecclesiastical Endorsement.
  • Must provide references from the applicable diocese or religious order.
  • Must understand Navy chapel operations and pluralistic ministry requirements.
  • Must have experience conducting Catholic worship services, sacraments, religious education, and pastoral counseling.
  • Must be able to qualify for a minimum Confidential security clearance and maintain access to Naval installations.
  • Must be available to work between 20 and 30 hours per week, including weekends, Holy Days, special services, and emergency requests.
  • Must be able to travel between NAS Oceana, Dam Neck Annex, and nearby Naval installations.
  • Must maintain required ecclesiastical credentials and professional confidentiality.
Duties
  • Conduct scheduled weekend and weekday Catholic Masses.
  • Conduct Masses on Holy Days of Obligation and other special Catholic services.
  • Provide reconciliation before scheduled Masses.
  • Administer baptisms, weddings, anointing of the sick, funerals, memorial services, and other authorized sacraments.
  • Respond to emergency sacramental and pastoral-care requests.
  • Provide spiritual counseling, marriage preparation, baptismal preparation, and family support.
  • Conduct or supervise Catholic religious education, RCIA, scripture studies, and spiritual-formation programs.
  • Train and supervise Catholic worship volunteers.
  • Maintain sacramental records, reports, and required administrative documentation.
  • Attend Command Religious Program meetings and coordinate activities with the Command Chaplain.
  • Maintain liaison with the Archdiocese for the Military Services.
  • Arrange qualified substitute-priest coverage during planned or emergency absences.
  • Comply with Navy security, installation-access, and professional-conduct requirements.
