Job description

Overview

Planned Systems International (PSI), a Government Contractor, has an immediateย opportunity for aย Technical Writer for the Independent Enterprise Testing and Support Services (IETSS) contract with the Department of Veterans Affairs (VA), Office of Information & Technology (OIT). This position will be part of the Test Management and Operations (TMO) Testing Process Quality Improvementย (TPQI) Support team, which consists of Measurement and Metrics (MM), quality process management and process improvement, lessons learned, Change Management, Knowledge Management, internal Quality Audit Program, Root Cause Analysis (RCA) process, and Corrective and Preventive Action (CAPA) planning. The TPQI team supports and works closely with the Test and Evaluation (T&E) and Testing Intake Assessment services teams, as well as the Test Center (TC) systems analysts, systems administrators, database administrators (DBAs), the VA project manager (PM), VA Contracting Officer's Representative (COR), and other divisions and stakeholders.ย ย 

Overviewย 

Theย Technical Writerย supports theย Technical Writingย (TW) team within the Testing Process Quality Improvement (TPQI) organization.ย Technical writing requires close collaboration withย other teams within TPQI, within TMO and TC, and our VA counterparts.

Essential Functions and Job Responsibilities

Candidate must be able to:

  • Performย a technical edit forย quality assurance onย allย documentationย prior to delivery to the customer.ย 
  • Create and implementย consistent writing templatesย and documentationย styleย for all technical publications.ย 
  • Collaborate with subject matter expertsย when creating user guides, process documentation, new templates, template updates, and presentationsย to understand projectย specifications and needs.ย 
  • Analyzeย team processesย to ensure efficiency and that all aspects of the process are documented.ย 
  • Ensure technical documentation is complete andย accurate.ย 
  • Combine, edit, format, andย finalizeย the monthly progress report.ย 
  • Participate in the review process.ย 
  • Create, edit, andย maintainย training material, brown bags, instructional supplements to ensure processes are understood as well as review all documentation and training materials to keep them up to date.ย 
  • Provide a high level of customer service by adopting the customer's mission and working towards success.ย 
  • Transcribe Meeting Minutes from recordings.ย 
  • Workingย with AI to improve these functions.ย 
Minimum Requirements
  • Bachelor's degree in English, Journalism, or a related field andย 3-5ย years of Technical Writing/Communications experience in IT or Software development industries (or an equivalent combination of education, certifications, and experience).ย 
  • Experience must include:ย 
  • Interviewing SMEs to gather technical detailsย 
  • Creating technical manuals and quick reference guidesย 
  • Using accepted style manuals, such as the Chicago Manual of Style (CMS),ย the Microsoft Manual of Style, and VA style preference.
  • Advanced knowledge of Microsoft Word,ย Visio,ย Excel, PowerPoint,ย Adobe, Teams, andย SharePointย 
  • Ability to work independently while communicating effectively with supervisor on all activities within the areas of responsibilityย 
    • Proven excellent oral and written communication skills areย required.ย 
    • Expertiseย writing/editing/proofreading at all levels,ย and willingness to doย whatever'sย needed.ย 
    • Ability to use graphics effectively to communicate ideas.ย 
    • Ability to revise one's own work or the work of others to makeย a documentsย or presentations clearerย andย more persuasive.ย 
    • Convey complex information inย appropriate fashionย to audiences withย different levelsย of knowledge.ย 
    • Work in both a team environment and independentlyย ย 
    • Coach and mentor other technical writers.ย 
    • Work in aย fast paced, multi-faceted environment.ย 
    • Working with AI tools to improveย communications.ย 
    • Bachelor's degree inย English, Journalism, or related field.ย 
    • Equivalent experience or industry certifications may substitute for formal educationย 
    Desired Qualifications
    • Extensive experience in technical writing (minimum five years)ย 
    • Mastery of the Microsoft Office Suite (Word, Visio, PowerPoint, Excel, Teams)ย 
    • Strong understanding of SharePoint, and Adobe Acrobat Proย Understanding of data quality principles and dashboard design concepts.ย 
    • Experience with SharePoint, Teams, or workflow/documentation management tools.ย 
    • Priorย exposure to government, VA, or DOD environments is beneficial.ย 
    • Current Moderate Background Investigation (MBI) and VA networkย accessย a plus.ย 
    • Experience with AI tools.ย
