Job description

    Manage daily technology support for technology bond finance operations, ensuring reliable systems, efficient workflows, project management, and timely issue resolution.
    Coordinate with stakeholders to adjust project budgets, maintaining accurate balances, and timely responses.
    Manage project finances, budget transfers, monthly reconciliation, timely reporting, and training by providing project information to end users and create templates to provide expedient responses.
    Run budget reports as needed, daily or multiple times daily, to ensure accurate project balance recording.
    Manage the implementation, maintenance, and optimization of financial applications used for debt management, bond accounting, reporting, and compliance.
    Coordinate with multiple internal and external stakeholders and customers, including Finance, Bond Construction, Asset Management, Procurement, and Technology to align solutions with financial project management and audit requirements.
    Coordinate quarterly asset inventory adjustments, monthly and annual financial closing, and required audit adjustments with Finance team.
    Oversee data integrity, system controls, and security practices to support accurate financial reporting and protection of sensitive information.
    Monitor system performance, identify process improvement opportunities, and drive automation initiatives that improve accuracy, speed, and operational efficiency.
    Prepare and review documentation, procedures, and management reports while ensuring adherence to regulatory standards, laws, internal policies, and best practices in public finance, bond covenants, and department processes.
    Maintain impeccably detailed electronic filing, sharing with appropriate colleagues, in accordance with mandated records retention.
    Other duties as assigned.

    Bachelor's Degree required in finance, accounting, information systems, business administration, public administration, or a related field
    Minimum 5 years of progressively responsible experience in bond finance, debt management, financial systems, and public sector business, preferably technology
    Experience managing projects and working with internal and external teams in a business and project environment.
    Strong knowledge of financial concepts, Oracle ERP platform preferred, reporting tools, and data management practices that support ongoing bond administration.
    Understanding of internal controls, compliance requirements, audit practices, and regulatory standards applicable to bond finance, district policy, state and federal law, and financial reporting.
    Ability to analyze business needs, improve processes, and implement technology solutions that enhance operational efficiency and accuracy.
    Maintain annual process updates and work with stakeholders to efficiently refine.
    Demonstrated strong professional written and verbal communication skills, with the ability to prepare reports and presentations for leadership and stakeholders.
