Job Description
This position performs advanced-level work under the limited supervision of the Associate Vice Chancellor for the Division of Florida Colleges, Department of Education. The position is responsible for providing direction and oversight for strategic, division-level programs, activities, and projects in coordination with division staff, other divisions within the agency, and staff from other agencies and entities, as appropriate. The position supports the successful completion of tasks and projects designed to improve educational outcomes for students in Florida colleges and across Florida’s K-20 education system. Position works closely with the Director of Operations, Emergency Management, Safety and Security (OEMSS) and reports regularly to the Commissioner of Education, the Governor and the State Board of Education (SBE).
Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Provide assistance and back up to the Director OEMSS in formulating policy and procedures related to achievement of the Department’s safe schools mission as established by the SBE, the Commissioner, and the Legislature, through state goals, priority objectives, the Strategic Imperative Plan, and other policy and procedural directives related to K-20 education.
- Assist the Director of OEMSS in the development, leadership, and implementation of the state’s safe school’s policy and programs as represented by state and federal laws, rules and regulations, appropriations and policy directives.
- Represent the Director of OEMSS with advocacy groups, constituents, task forces and other forums on issues related to Florida’s safe schools’ programs and policies. Develop and maintain effective working relationships with national and state stakeholders, policy groups and researchers, and assist school districts in developing and implementing safe schools’ policies and procedures.
- In collaboration with the Director of OEMSS, establish and update a school security risk assessment tool for use by colleges. Oversee ongoing professional development opportunities for college personnel and coordinate an interdisciplinary approach to providing technical assistance and guidance to colleges on safety and security. Review findings identified by school safety specialists on college campuses and make recommendations to address identified concerns.
- Review risk assessments submitted by colleges and provide recommendations to the Director of OEMSS. Coordinate with the Department of Law Enforcement to support a centralized, integrated data repository and data analytics resources designed to improve access to timely, complete, and accurate information.
- Provides oversight and guidance in the awarding of grants to colleges to improve the safety and security of buildings based upon recommendations of the security risk assessment. The employee is responsible for the dissemination, in consultation with the Department of Law Enforcement, to participate in schools’ awareness and education materials on the School Safety Awareness Program.
- Performs other related duties as assigned.

- Knowledge of State and federal laws, rules, regulations, policies, and procedures related to school safety, security, emergency preparedness, prevention, and intervention.
- Ability to understand and apply state and federal laws, standards, policies, rules, and procedures relevant to Transition Programs and Services in Florida Colleges.
- Ability to provide consultative services and to work in collaborative relationships with internal customers and others in the statewide educational arena.
- Ability to provide technical assistance, guidance, and professional development to colleges, school districts, and other stakeholders.
- Ability to coordinate complex programs and projects involving multiple agencies, organizations, and stakeholders.
- Ability to establish and maintain effective working relationships with state and federal agencies, law enforcement, educational institutions, advocacy organizations, researchers, and other stakeholders.
- Ability to communicate effectively, both verbally and in writing, on complex and sensitive school safety issues.
- Ability to interpret and apply laws, rules, regulations, policies, and directives to program operations and decision-making.
- Ability to gather and analyze data and utilize data analytics to support informed decision-making and improve program outcomes.
- Ability to be productive under tight timeframes, balance multiple and competing priorities and maintain goal.
- Ability to work and perform under stressful conditions.
- Ability to demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
- Ability to work independently and perform tasks and responsibilities with limited guidance and direction.
